Senior Data Specialist (Data Analyst III)

The Center for Health Statistics offers optional partial telework to its team members and this position is eligible for telework.

The Texas Department of State Health Services (DSHS) seeks highly qualified candidates to fill the Senior Data Specialist position within the DSHS Center for Health Statistics (CHS), Health Information Resources Unit. The purpose of the Center for Health Statistics is to make a difference every day by delivering public health data to meet public health program and research needs. The Senior Data Specialist is an opportunity to join a dynamic team centered around disseminating data to help with public health decision making across Texas and beyond. The Senior Data Specialist helps others gain insight by matching and linking datasets with vital event data.

Performs complex data analysis and public health data work involving data linking activities. Work involves conducting analysis of underlying data structures, coordinating with team members and stakeholders on public health data linking projects, researching best methods to link data, drafting code to link datasets using best methods, and conducting quality assurance activities to ensure accurate results. Coordinates the development, implementation and monitoring of regular and specialized data linking requests, including deterministic and probabilistic linkages and frequently to confidential vital events data (birth, death, and fetal death certificates). Conducts extensive and expert communications DSHS programs and outside agencies to conduct linkages as a means of improving public health data value while reducing the amount of records and identifiers released. Uses an array of standard and specialized data linking tools, methods, and techniques to conduct linkages. Compiles data, identifies error patterns, and drafts cleaning code to improve linkage quality. Uses specialized software like SAS, Link Plus, Match*Pro, SPSS, SQL, or others. Analyzes linkage quality to identify if results are significantly different from original datasets, and recommends revisions. Coordinates with Data Linking team members to optimize data linking efficiency and quality throughout the team's products. Coordinates with and assists the Data Linking Team Lead to train staff and recommend program improvements, including automation. Serves as backup for team lead in various functions. This position will interact with many sections of DSHS, external agencies, academic researchers, and other organizations to meet customer needs around vital event data. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Essential Job Functions:
EJF 1: Conducts regular and specialized linking activities to address stakeholder requests, including deterministic and probabilistic linkages. Drafts code to compile data, clean and link data products, conduct quality assurance, identify error patterns, and assess quality of linkage. Uses specialized software like SAS, Link Plus, Match*Pro, SPSS, SQL, or others to conduct linkages. (35%)

EJF 2: Communicates with stakeholders to answer and review requests for data linkages. Researches best linkage methods, serves as subject matter expert in linkage activities and frequently used data (i.e. birth, death, and fetal death certificates), and provides recommendations based on subject matter expertise. Conducts program reviews of data linkage requests (through Institutional Review Board applications, Contracts, Memorandums of Understanding, and Data Use Agreements) and provides recommendations. Communicates with stakeholders throughout the data request and linkage process. (30%)

EJF 3: Reviews existing linkage projects and conducts quality assurance/quality improvement activities to improve efficiency and improve quality of linkages. Assists the Data Linking Team Lead on automation activities to improve efficiency and quality of linkages. Determines methods for assessing quality of linkage. Provides recommendations for improvement. (15%)

EJF 4: Coordinates with members of the Data Linking team in shared goals to review and conduct quality data linkages. Coordinates with the Data Linking Team Lead and team members to train staff in linkage activities and to make improvements in linkage projects. Serves as backup for team lead in various functions. (15%)

EJF 5: Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Knowledge Skills Abilities:
Knowledge of statistical applications relevant to vital statistics and public health data.
Knowledge of available computer software packages applicable to data linking and running queries.
Knowledge of data linking algorithms and methodology.
Knowledge of public health principles, data management, and statistical analyses.
Knowledge of programming logic and scripting, including use of programming in automation practices.

Skill and training in the use of advanced statistical software such as SAS, Link Plus, Match*Pro, SPSS, and SQL.
Skill in planning projects, communicating with stakeholders and delivering results.
Skill in conducting data searches and data quality assurance reviews.
Skill in the use of personal computers and local area networks.
Skill in effective verbal and written communications.

Ability to manage a variety of administrative and statistical analyses.
Ability to coordinate many competing data reporting schedules.
Ability to reason analytically.
Ability to organize, prioritize, and schedule assignments.
