We are seeking a Quality Assurance Trainer (Compliance Specialist 2) to join our Office of Developmental Disabilities (ODDS) Assessment Unit team serving the southern Oregon area.

Limited duration positions are benefit eligible positions with a designated maximum length of service. This position is expected to last 12 months from the date the successful candidate starts work; however, based on workload need and funding it could end at any time or be extended.

What you need to qualify

You must have knowledge of the public service system for developmental disabilities services in Oregon and at least:

(a) A bachelor's or higher-level degree in behavioral science, social science, or a closely related field.

OR

(b) A bachelor’s or higher-level degree in any field and one year of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing.

OR

(c) An associate degree in a behavioral science, social science, or a closely related field and two years of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing.

OR

(d) Three years of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing.

Essential attributes

We are looking for candidates with:

  • Experience evaluating training needs; and developing and delivering training.

  • Experience as an Oregon Needs Assessment (ONA) assessor.

  • Experience using the eXPRS system.

  • Experience evaluating other’s work and providing feedback and guidance.

  • Professional level written, verbal, and virtual communication skills are needed to explain policies, procedures, and rules.

  • Experience using time management, organization, and prioritization skills to organize work and meet competing deadlines.

  • Intermediate or higher skill level in Microsoft Excel.

Your duties at a glance

The Office of Developmental Disabilities Services (ODDS) provides new opportunities to link services for the growing number of Oregonians who have intellectual or other development disabilities. ODDS's goal is to help individuals with intellectual or other developmental disabilities remain as independent as possible. Programs include employment, residential services, services coordination, program development, licensing and quality of care initiatives.

The Assessment Unit within ODDS functions to train, certify and provide quality assurance on case management entity assessors utilizing the Oregon Needs Assessment (ONA), adult and child Support Needs Assessment Profile (SNAP) as well as the Adult Needs Assessment (ANA) and Child Needs Assessment (CNA). One primary duty of the assessment unit is to assure that all needs assessments are conducted in a trauma informed way while assuring that the individual in services is included in their assessment to acknowledge their right to self-determination and assure that supports are defined in an accurate and equitable way.

As a Quality Assurance Trainer, you will:

  • Train and certify case management entity (CME) assessors to conduct the Oregon Needs Assessment (ONA).

  • Review ONAs completed by CME assessors and provide written guidance and technical assistance via excel worksheets when applicable.

  • Meet with CME assessors in person and/or virtually to review guidance provided and to ensure assessments are completed accurately using established policies and referencing assessment resources.

  • Work in small groups to identify where and how improvements can be made to Assessment Unit policies and procedures.

  • In some circumstances, conduct an Oregon Needs Assessment (ONA), Support Needs Assessment Profile (SNAP), and/or the Adult Needs Assessment and Children’s Needs Assessment (ANA/CNA).

Working conditions
  • You must have a valid license to drive, and you must have and maintain an acceptable driving record.

  • You will work remotely, and you will travel within the Southern Oregon Area (Grants Pass, Ashland, Roseburg, Klamath Falls, etc.) for training purposes and for assessments. This may include overnight stays.

  • You may be required to work overtime or flexible work schedules.

  • You will attend meetings which may be located throughout the State and will require travel.

  • You will need excellent customer service skills for both internal and external customers and the ability to use initiative and independent judgement on an on-going basis.

  • You will need to work on multiple tasks simultaneously, sometimes within short time frames.
