Great Hill Solutions is seeking a highly motivated Program Analyst that will provide program analytical support of the Regional Portfolio Directors (RPDs), Country Portfolio Directors (CPDs), Peacekeeping Operations Program Manager in their oversight of the U.S. Government‘s Security Cooperation (SC) programs.

Support services will include, programmatic and administrative support; assisting in coordinating and facilitating information; fostering interdepartmental relationships; performing research; analyzing data; pulling reports from various data systems; reviewing Letters of Offer and Acceptance (LOAs) and training /equipment lists; developing congressional notification tables; supporting Program Management Reviews and/or Security Assistance Management Reviews; facilitating communication with implementing agencies; and supporting the RPDs or CPDs in the day-to-day management of programs. The subject matter experts will also support as needed on special projects that may include administrative support, development of briefing material, and logistical support for meetings. Foreign Military Sales and its related fields of logistics, financial management, military education and training, transportation, and current security cooperation database management tools to the Defense Security Cooperation Agency (DSCA), in particular, the International Operations (IOPS) group.

Responsibilities include but are not limited to:

  • The Contractor shall assist with monitoring and ensure compliance with established policies, regulatory guidance, sanctions, waivers to sanctions and other legislation in the areas of Memoranda of Request (MORs), Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), the Security Assistance Management Manual (SAMM), Foreign Assistance Act (FAA), and the Arms Export Control Act (AECA).
  • The Contractor shall assist the RPDs/CPDs in reviewing, editing, and coordinating Congressional Budget Justification (CBJ) and Congressional Notification documents and any draft legislation for assigned countries and programs. In coordination with DSCA personnel, develop, test, and implement process and technical improvements to enhance the efficiency and transparency of the Congressional Notification process within DSCA.
  • The Contractor shall assist with implementation initiatives of the DSCA Strategic Plans, and Security Cooperation Reform that relate to RPDs/CPDs in a timely, responsive, and complete manner.
  • The Contractor shall assist with financial analysis of program execution to include monitoring and reporting.
  • The Contractor shall assist with logistics and transportation forecasting, analysis, reporting, and policy development.
  • The Contractor shall assist with training planning, execution, monitoring, reporting, and policy development.
  • The Contractor shall assist in gathering and tracking FMS, Foreign Military Financing (FMF) requirements, allocations, approved items, and obligations by country. Assist in tracking BPC/FMS cases and programs that support assigned program authorities and annual reporting requirements. Assist with partner country and programs that involve training and education, as well as defense goods and services. As required, flex current program management personnel to address unplanned or emergent BPC or other SC management requirements within DSCA.
  • Maintain instructional guides/ business rules for recurring tasks
  • Preparation of PowerPoint briefings, Excel spreadsheets, and Word documents; input, update and use FMS management programs on both NIPR (unclassified) and SIPR (classified) systems to include the Security Cooperation Management System (SCMS) and the Security Cooperation Information Portal (SCIP); analyze FMS case data and research FMS policy issues. Reports range from weekly, monthly and quarterly, numbering as many as 30 reports per month. Assist with the drafting of Country Information Papers (CIP), read ahead documents, information papers, responses to letters, and program status reports. Assist with coordination of leases, non-recurring cost waiver packages, and policy issues relative to security cooperation programs for assigned countries. Assist with entries for the JAVITS Report, the FMS Sales Forecast, and the classified annex to the CBJ each fiscal year.
  • Provide research and analysis of data to develop draft response packages for RPDs/CPDs, and Program Leads to fulfill country unique congressional reporting requirements via the appropriate committees.
  • Provide weekly status regarding tasks to include any deviations from the planned schedule.
  • Organize and maintain data in clear, accurate format for easy access and use.
  • Perform regular data reviews and updates to ensure information remains accurate.
  • Participate in program reviews in a supporting role, taking/producing minutes and action items.
  • Assist in the preparation of draft letters, meeting minutes and briefing slides for internal and external outreach efforts in forums, working groups, meetings as specified by the Government.
  • Prepare a variety of handout types to include recurring reports, standard templates, and input from other stakeholders.
  • Provide support for research and analysis to prepare and execute program reviews and assessments.
  • Collect and organize data sent by email from customers and stakeholders or arriving by other means. This data usually arrives in spreadsheets, Word documents, or email text. Export or transfer data to database systems and/or spreadsheets as requested to agency leadership and stakeholders of current information. In coordination with DSCA personnel, develop, test, and implement process and technical improvements to enhance the efficiency and transparency of the management of data and other information associated with the planning, execution, funding, and reporting on of BPC and other DSCA programs.
  • Communicate with agency personnel and stakeholders to answer telephonic or electronic inquiries, collect information updates and schedule activities as needed.
  • Produce SCIP, SCMS, DSAMS, SOCIUM, and Advana generated reports, staff meeting and Combatant Commander Priority Slides; Produce Trip Books and Read-Ahead packages. Support for Requests for Information (RFIs) to support internal DSCA requirements, and external agencies, including DOD IG and GAO Audits. Support preparation of Congressional Notification and other formal documents.
  • Update Staff Meeting slides, develop and share weekly program telecom agenda and updates, SCMS reports, including the Pending Case Tracking Report (SCMS); Equipment Transfer Reports (Word) and others.
  • Produce or update status reports dealing with BPC program and other authorities, showing status of MORs, LOAs, Congressional Notifications, Obligations, Deliveries, and Closure.
  • Pull and review DSAMS reports, such as RP069, and case status and milestone reports. Review and update inputs for Combatant Commander Priority Slides and other requested reports.
  • Produce Equipment Transfers under Section 333 Authority (Congressional Report), Special Inspector General for Iraq Reconstruction Reports (DoD Report), or other reports.
  • The Contractor shall provide PKO PM with weekly updates on all new cases and case amendments.
  • Receive and process Department of State Memoranda of Request (MOR) seeking DSCA tasking of implementing agencies.
  • Process DSCA clearance of Department of State-drafted Memoranda of Request seeking DSCA tasking of implementing agencies.
  • Provide weekly updates on MOR‘s tasked to DSCA until case is fully implemented.
  • Provide State with final copies of case LOA‘s and official financially implemented dates.
  • Provide the PKO PM with a quarterly report documenting the status of PKO funds available for reprogramming.
  • Develop and maintain the list of cases and documentation for PKO in the PKO SharePoint.
  • Track and provide status for PKO training in coordination with the IA.
  • Review SC/TMS for PKO cases pull reports monitor training and ensure actions have been completed after training.
  • Review FMTR and other reporting requirements for PKO equities and data duplication.
  • Respond to daily Department of State inquiries regarding PKO funded cases.
  • In coordination with the CFD, identify meeting participants from DSCA and the Implementing Agency for each Program Review (FMR, SAMR, Etc.).
  • Draft the meeting agendas and coordinate with PKO PM & CFD prior to distributing the agenda to all meeting participants.
  • Reserve a DSCA conference rooms to host local meetings.
  • Coordinate with DSCA IT to schedule local meetings and ensure all computer equipment and phone lines are functioning properly; conduct a connectivity pre-test with the Implementing Agency‘s, as required.
  • Participate in meetings and take detailed notes; document the minutes, action items and any unresolved issues.
  • Reviews MORs and ensures they are executable and in accordance with the scope of work defined in the IAA.
  • Draft the meeting minutes and coordinate their content with all participants prior to their distribution.
  • Track required action items until they are completed, or the case is implemented; keep the participants informed of any changes in the action items.
  • As required, assist the PKO PM in following-up on meeting action items.
  • Monitor the 632(b) Report within SCMS on a daily basis to ensure that all 632(b)-funded programs identify an established link between PKO cases and their corresponding 632(b) Memorandums of Agreement (MOAs).
  • Research, identify, and catalog originating 632(b) documents for all unlinked PKO cases listed on SCMS‘s 632(b) Report.
  • Quality checks the 632(b) Report to ensure all fields are fed with the correct data and are displayed properly.
  • Troubleshoot all 632(b) Report data issues, coordinating with the appropriate Program Manager & Country Finance Director (CFD) and other contacts to fix issues.
  • Access Defense Security Assistance Management System (DSAMS) to retrieve information, LOAs, etc.
  • Collaborate with IA‘s to receive monthly PKO FMR Action Item and Case Closure updates and review the updates for DSCA action and update tracker with information as applicable.
  • Consolidate monthly PKO FMR Action Item and Case Closure updates and provide to the PKO PM.
  • Support MOR development with IAs, State, and Global Combatant Command (GCC) upon concept approval; informs respective offices, as required.
  • Supports Letter of Offer and Acceptance (LOA) tasking for IA case development, modification, or amendment; includes DOS on tasking and significant case e-mails per PKO Memorandum of Understanding (MOU).
  • Monitors cases from MOR development, development, implementation to final closure.
  • Distributes signed Letters of Offer and Acceptance package to DOS and GCC as appropriate; ensures archive access to entire GCD in PKO SharePoint.
  • Participates and help to prepare for in person and virtual Program Reviews (FMR, SAMR, etc.).

Requirements and Qualifications

  • Bachelor‘s degree in a related field of study.
  • Active Secret Clearance
  • Two (2) years of work experience (sometime within the last five (5) years) related to an understanding of Foreign Military Sales, Foreign Military Financing, Building Partner Capacity, and Peacekeeping Operations and its related fields of logistics, financial management, military education and training, transportation, and current security cooperation database management tools, are prerequisites of the position. The restrictions outlined in the various authorities for executing these cases requires intensive management over and above that typically required of typical FMS country programs.
  • Advanced experience in related security cooperation areas and programs is a capability above threshold minimum requirements; such as BPC programs - military requirements development, Counter Terrorism, and Global Train and Equip programs and funding Peacekeeping Operations.
  • Advanced experience in program management, project lead, and/or process improvements is a capability above threshold minimum requirements.
  • General Skills required: The positions require personnel with strong computer, analytical skills, and the ability to research and communicate effectively in writing. The positions call for flexibility, excellent interpersonal skills, project coordination experience, and the ability to work well with all levels of internal management staff, Department of Defense (DoD) counterparts, as well as foreign clients and industry representatives.
  • Technical Skills required: Knowledge and prior experience in Security Assistance policy and procedure, related legislation with the ability to assist in the management of complex operations involving compliance with policy issues. Personnel must be able to foster a positive relationship with DoD Agencies, State Department, respective Combatant Commanders, Joint Staff, Military Departments and in country Security Cooperation Officers in the allocation and execution of FMS and BPC programs and other various security cooperation authorities and funding.
  • Computer Skills required: Proficient in MS Office Suite applications Outlook, Word, Excel, and PowerPoint; proficiency with Excel to perform data evaluation, formulas, analytics and spreadsheets. Must be able to transfer presentation graphics from Excel into PowerPoint or Word.
  • Advanced computer skills are a capability above threshold minimum requirements; such as SharePoint, Access database, graphical arts, and media presentation.
