Program Specialist I

Under the supervision of the Compliance Group manager, processes requests for conscientious exemptions for Texas school entry immunization requirements. Responds to inquiries from health care providers, local health departments (LHD), Health Service Regions (HSR), school nurses, and the general public about vaccine requirements, recommendations, and safety issues. Reviews child-care facility audit report data received from regional public health staff via the Child Health Reporting System (CHRS). Assists with coordinating assessment of immunization levels in public schools, non-public schools, and child-care facilities throughout Texas. Assists with updating school rules, policies and procedures; maintains and updates school and child-care facility audit guidelines, manuals, forms; creates documents, tables, and charts; and assists in data analysis and preparation of administrative reports, studies, special research projects, and oral presentations. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(60%) Responsible for the processing of conscientious exemption forms for school entry immunization requirements from the public. Receives requests for conscientious exemption for immunization requirements by mail, fax, internet, and in-person. Verifies information submitted by written requests. Maintains administrative systems that ensures the confidentiality of all exemption requests. Processes all valid requests for a conscientious exemption. Maintains inventory of supplies for exemption request processing. Maintains a log with the number of requests received and the number of affidavits mailed. Submits weekly summary reports to team leader. Makes recommendations for process improvement. Monitors printer function and works with Xerox to ensure printing capability.

(25%) Responds to inquiries regarding immunization recommendations and requirements from health department staff, other agencies, child-care facilities, public and private school personnel, and the general public via telephone, email, or written correspondence using MS Word and Outlook. Assists in providing guidance to regional and local health department personnel regarding matters related to school and child-care facility immunization requirements and compliance.

(10%) Assists in the coordination of statewide school and child-care facility audit process. Updates and amends paper and computer files prior to selection of sample for annual immunization audit cycle. Assists with the development of audit policies and procedures and maintains and updates school and child-care audit guidelines. Assists with the development of procedures for annual immunization record audit processes of public and private schools and child-care facilities.

(5%) Other duties as assigned, including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

• Ability to plan and prioritize assignments productively
• Ability to establish goals and objectives and to meet deadlines in a team environment
• Ability to function in a high volume office environment
