Supports major customers/clients and leads projects of medium scope and complexity under limited supervision. Detailed knowledge of most aspects of the work function.

The Regulatory Advisor is a part of Chevron's Mid-Continent Business Unit (MCBU), with a primary asset base in the Permian Basin. The position is within the Business Unit's Regulatory Team and focuses on providing technical guidance on a wide range of regulatory issues including state and federal regulations, policy, and statute, applicable to MCBU oil and gas operations in Texas. The Regulatory Advisor provides support to project teams across multiple business unit functions regarding regulatory issues, permitting processes/applications, permitting strategies, registrations, notices, and various compliance reports for both factory and base operations.

Responsibilities for this position may include but are not limited to:
  • Advising on regulatory, compliance, and advocacy solutions and strategies in accordance with Federal and State agencies including Railroad Commission of Texas (RRC), Texas Commission on Environmental Quality (TCEQ), Texas General Land Office (GLO), University Lands (UL), US Fish & Wildlife Service (USFWS), US Environmental Protection Agency (USEPA), and local county or city agencies.
  • Establishing and maintaining networks with internal and external stakeholders to serve as a direct point of contact for MCBU for resolution of critical regulatory issues and for supporting agency relationships.
  • Working cross-functionally with Operations, Asset Development, Facility Engineering, Land, Legal, etc. to ensure stakeholders understand regulatory expectations and requirements, particularly as related to new or changed rules or statute.
  • Reviewing proposed legislation or regulation and evaluating potential impacts to the business unit and supporting development of policy positions.
  • Participating as a representative of Chevron with local trade association committees and workgroups and advocating for MCBU positions.
  • Coordinating responses to inquiries by government entities and regulatory agencies.
  • Developing and leading implementation plans for new or significantly revised regulations or new company activities.
  • Fostering a culture of collaboration with internal and external stakeholders.

Required Qualifications:
  • Education - Bachelor's Degree in Environmental, Engineering, Science, or related field
  • > 5 years of broad experience in upstream oil and gas (regulatory experience preferred, though environmental, compliance, or risk identification/mitigation experience will be considered)
  • Demonstrated communication, interpersonal, leadership skills, and ability to develop networks among critical stakeholders.
  • Ability to work independently and collaboratively with diverse teams and stakeholders, internal and external to Chevron.
  • Proficiency in Microsoft Office applications and similar digital tools.

Preferred Qualifications:
  • Education - Master's Degree in Environmental, Engineering, Science, or related field
  • >10 years of broad experience in upstream oil and gas (regulatory experience preferred, though environmental, compliance, or risk identification/mitigation experience will be considered)
  • Significant history of demonstrated communication, interpersonal, leadership skills and ability to develop networks among critical stakeholders.
  • Ability to work independently and collaboratively with diverse teams and stakeholders, internal and external. Existing relationships with regulatory agency staff and industry peers.
  • Proficiency in Microsoft Office applications and similar digital tools such as PowerBi and tracking/workflow systems
