Duties

As a Engineering Equipment Operator your duties will include but are not limited to the following:

Operators will operate a variety of types of heavy equipment to push, pull, pile, or load materials such as sand, gravel and earth while excavating, backfilling, grading, or leveling earth to specifications on such projects like repairing and breaking new ground for trails, roads, canals, tunnels, or construction sites. Operators must adjust the attachments for proper level, angle, or depth, according to the work to be done and the type of equipment used. Operators must be able to establish rough grade, which is +/- 6 inches of specified grade. Plans and coordinates small to medium land management and earth moving projects within applicable specs and requirements. Use a variety of survey equipment (e.g. global positioning devices, transits, survey planes) to construct projects. Assists with the installation or trouble shoots operation of new hardware and software such as GPS units, automatic leveling and grades, or telematics systems. Other equipment that may be operated includes, but is not limited to, Off-Road Utility Vehicles (ORUV's), Snowmobiles, Amphibious Vehicles, and All-Terrain vehicles, boats and airboats, tractor trailers, truck and trailer combination, platform trucks, passenger buses, van trucks, fuel trucks, stake trucks, and dump trucks which typically have an approximate gross vehicle weight of more than 14,400 kilograms (32,000 pounds). Operate a variety of farm/agricultural tractors with auxiliary equipment (belly mower, bush hog, disk, sickle bar, sprayer, etc.) for mowing, trail maintenance, farming, dike/levee maintenance, planting, cultivation and other related activities. Employee may be required to apply herbicides and insecticides using trailer, backpack and hand sprayers. Operator services equipment by: checking fluids; lubricating; performing safety checks; replacing hoses, belts, fuses, light bulbs; performing regular scheduled service including changing fluids and filters; replacing of components such as radiators, hydraulic tanks, alternators, tracks, and bucket teeth or cutting edges; and rebuilding components. Performs maintenance on motor vehicles to replace sensors, water pumps, spark plugs, brake shoes, mufflers, radiator caps, condensers, engine gaskets, a variety of belts and hoses, and complete assemblies such as removing old engines and replacing them with new engines. Diagnoses malfunctions, determines needed repairs, repairs, and tests small gasoline and diesel engines such as those found on motor boats, lawn mowers, power saws, generators, and other similar equipment. Operators must remain constantly alert and operate the equipment and machinery safely and carefully to prevent injuries or damage to self, others, or the equipment. Keeps written maintenance records for all equipment operated.

Qualifications

By the closing date of this announcement, you must meet the requirements of the Office of Personnel Management (OPM) Handbook X118C, Job Qualification System for Trades and Labor Occupation.

Although no specific amount of experience, education or training is required, applicants must meet a minimum level of ability in relation to the position and the Assessment Questionnaire in order to be rated qualified for consideration. To be qualified candidates must meet any screen out element(s) listed at an "acceptable" level, and must achieve an average rating of at least "acceptable" on all of the elements. Only education, training, or experience acquired before the closing date of this announcement will be considered.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements.

The screen out element for this position is: Must be able to operate one or more types of heavy equipment on flat or rolling terrain, or construction sites with simple terrain problems, to push, pull, pile, or load materials such as sand, gravel, earth, or refuse. Must be able to maneuver the equipment into position and move it about in less confined areas. Must be able to perform minor maintenance/repair work to building, facilities, and equipment requiring basic use of hand and power tools. Must be able to follow instructions and specifications to accomplish work. Must be able to perform this work without more than normal supervision.

Knowledge of Equipment Assembly, Installation, Repair, etc. Ability To Interpret Instructions, Specifications, etc. Operation of Motor Vehicles. Ability to Drive Safely. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.
