Heidelberg Materials is seeking a Community Outreach Specialist who will be based at our cement plant located in Mitchell, Indiana (preferred), or our Midwest Regional office located in Indianapolis, Indiana. This position will be responsible for collaborating with a multi-disciplinary internal team and external contractors that will be responsible for developing, and managing community benefit programs and stakeholder engagement required for the CCUS project. The successful candidate will apply their extensive knowledge of stakeholder and community engagement principles and practices to ensure successful delivery and documentation of community benefit initiatives for the Mitchell CCUS project. These include but are not limited to support of the Community Advisory Panel, facilitating and coordinating Workforce Development initiatives, the federal Justice 40 requirements, as well as implementation of Diversity, Equity, Inclusion and Accessibility (DEIA) programs. The successful candidate will ensure regular communications and coordination with multiple external and internal stakeholders in the development and implementation of these initiatives. This position will continue to provide support during the construction as well as the operations phases of the project. The CCUS plant is anticipated to startup in late 2029 or 2030. What you’ll get to do The Community Outreach Specialist is responsible for developing, implementing, and managing community benefits programs that align with the DOE project requirements as well as supporting the overall company approach in community engagement. This role involves collaborating with various stakeholders, including community organizations, government agencies, and internal departments, to ensure the successful delivery of the Community Benefits Plan (CBP) commitments. Program Development: Design and develop community benefit programs that address the needs of the community and align with the DOE project requirements. Stakeholder Engagement: Build and maintain relationships with community organizations, government agencies, employees, workforce representatives, residents and any other relevant stakeholders to foster collaboration and support for community benefit initiatives as they pertain to the Mitchell Cement Plant Decarbonization Project. Implementation and Management: Oversee the implementation of community benefit programs and tasks, ensuring they are delivered effectively and efficiently. Monitoring and Evaluation: Track and evaluate the impact of community benefit programs and tasks. Use data to inform continuous improvement and report outcomes to stakeholders and the DOE. Communication: Develop and disseminate communication materials to promote community benefit programs and engage the community as well as internal stakeholders regarding the Mitchell Decarbonization Project. This will be done in close collaboration with the corporate Government Affairs and Communications Department. Compliance: Ensure all community benefit programs comply with DOE commitments and requirements. Budget Management: Assist in the development and management of budgets for community benefit programs and related tasks. Review and provide input for project criteria, guidelines, standards, and practices based upon stakeholder feedback. Prepare and review project documentation that includes recommendations, work packages and community benefit documents. Communicate regularly with stakeholders including presentations and other formats. Update management and the project team as appropriate. Organize multi-discipline teams to develop and review operational documents and development plans. Essential Experience and Skills Bachelor’s degree in Communications, Public Health, Social Work, Community Development and Engagement, or a related field. ??????? Work Environment Work location is Mitchell plant or Indianapolis office with some potential for hybrid remote as coordinated and approved by supervisor. Role operates primarily in an office setting but will also operate in a manufacturing environment with moving mechanical equipment, inclement weather, heat, humidity, elevated noise levels, and dusty conditions as dictated by project requirements. Must be willing to travel extensively. Must be able to occasionally climb stairs, walk on uneven surfaces, and enter confined spaces.
