PURPOSE: Under the direction of the Assistant Director of Planning for the Department of Human Services, is responsible for the oversight, monitoring and technical support for multiple competitive contracts with community human services agencies.

ESSENTIAL FUNCTIONS:

1.Develop and monitor grant agreements and contracts as recommended by the Monmouth ACTS Advisory Council and the Board of County Commissioners in compliance with local public contracts law.
2.Execute grant agreements and contracts including reviewing applications for funding, write grant agreements and contracts, write resolutions and accompanying paperwork for presentation to the Board of County Commissioners.
3.Provide technical assistance and training to funded agencies to assist the agency in meeting the on-going obligations of their grant agreement or contract including contracting procedures, agency policy, budgeting and administrative requirements.
4.Utilization of Microsoft Word, Microsoft Excel and Edmunds System to maintain grant agreements and contracts and monitor fiscal expenditures of the funded agencies against approved budget.
5.Monitor statistical reports of funded agency’s level of service and compile annual reports of the same.
6.Participate in Monmouth ACTS meetings.
7.Collaborate and maintain strong working relationships with other Departments, community organizations and non-profits.
8.Prepare funding applications to State and Federal Departments including Resolutions to the Board of Commissioners, grant agreements, contracts and sub-contracts.
9.Interface with County Finance Department and County Purchasing Department as required.
10.Complete all reporting requirements.
11.Maintains essential records, reports and files.
12.All other duties as assigned.

EDUCATION/EXPERIENCE AND/OR TRAINING:

Graduation from an accredited college or university required, with a bachelor’s degree in Human Services, Social Work, Sociology, Public Administration, Behavioral or Social Sciences or related field preferred.
Minimum of two (2) years of experience in the administration and/or planning, organization, monitoring, coordinating, implementing, modifying and/or evaluating human services programs preferred.
A Master’s Degree from an accredited college or university in a discipline appropriate to the position may be substituted for one (1) year of experience.

KNOWLEDGE, SKILLS AND ABILITIES:

•Strong written and verbal communication skills, with the ability to communicate effectively in public and individually.
•Knowledge of Human Services systems and programming.
•Knowledge of program planning, organization and coordination methods as well as program evaluation techniques.
•Strong organizational and time management skills with the ability to work independently and manage one’s own schedule.
•Strong computer skills, with proficiency in all Microsoft Office Suite applications and Outlook.
•Strong math skills with the ability to develop, prepare and administer a budget.
•Ability to prepare reports and correspondence.
