Position Summary: 

Serves as Disciplinary Administrator and Hearing Officer to foster change in the resident population through appropriate behavior modeling, problem solving, and communication skills. A primary goal is to model and teach the residents pro-social behaviors enabling them to successfully re-enter society and become productive members of the community.
 
Job Responsibilities: 
(may include but are not limited to the following)

Schedules and conducts disciplinary hearings. Ensures that consistent due process, proper procedures, current policies, statutes, and regulations are fairly enforced and applied. Reviews available evidence and determines an outcome based solely upon the evidence. Applies sanctions in a fair & equitable manner. Administers hearings and schedules imposition of sentencing on all pleas of no contest or guilty when obtained at hearing. Ensures that all summonses are sent in advance to all personnel and that the summoning of individual witnesses is appropriate. Provides copies of docket to all department heads and officers in charge. Maintains an accurate and continuous log of all disciplinary reports and dispositions. Enters/ensures the accurate and timely recording and posting of all pertinent and updated information, to include segregation time adjustments, final hearing notices to Unit Team members and officers in charge, and any other routine publications or notifications. Prepares and processes disciplinary appeals and provides case record information to residents pursuant to KAR 44-13-502 (d). Ensures that amended sentences by Warden or Secretary of Corrections are implemented and all records adjusted to reflect the amendments.  Supervises/prepares reports on fines, restitution, and monthly summaries. Ensures that the computerized data base is updated daily with hearing results and that statistics are properly maintained. Reviews case disposition reports to ensure there are no mistakes in sentencing, summary notes or charges. Reviews all complaints and Form 9’s from inmates on proper use of the disciplinary process. Monitors and provides guidance on procedures and legal interpretations to the hearing officers and other staff members. Identifies and reviews cases to address more effective ways of responding to behavior without resorting solely to the use of disciplinary reports. Implements strategies and provides coaching for staff in use of strategies and EPICS to more effectively respond to behavior, with the goal of reducing instances of rules violations and improving behavior. Writes rules reports. Tracks data to determine the efficacy of these training efforts. Provides training to staff and gives instruction concerning the proper use of the disciplinary process, consistent with applicable laws, policies and procedures, and the vision and mission of the department. Performs other assigned duties.

Qualifications:

Education Bachelor’s degree with major coursework in criminal justice, the social sciences, or the behavioral sciences. Experience One (1) year experience working with offenders in corrections, parole, or law enforcement. Additional experience may be substituted for the required education as determined relevant by the agency. Preferred Qualifications Leadership ability at the administrative level Three years’ experience working with justice-involved persons Working knowledge of the data system Working knowledge of the disciplinary rules Working knowledge of effective practices in correctional settings Demonstrated strong organizational skills Demonstrated ability to positively influence people Demonstrated positive communication skills
