General Statement

Performs supervisory, technical and administrative work in environmental site remediation under the general direction of the Executive Director. Work is reviewed primarily in terms of overall results.

Essential Job Functions

Assigns, supervises and reviews work; enforces guidelines and District policy; administers grievances; recommends actions determining employment status such as hiring, transfer, promotion or discharge. Develops site management plans including goals, objectives, anticipated problems and alternative strategies. Develops site remediation requirements consistent with regulatory standards and District objectives. Determines environmental site conditions through development and implementation of site investigations consistent with policies established by the Executive Director. Analyzes data collected at various stages of remediation projects, and adjusts project plans in response to the findings. Develops and reviews contracts, requests for proposals and bids for environmental remediation consultants and contractors. Ensures technical soundness of remedial efforts performed by contractors or potentially responsible parties. Directs consultant and contractor activities where the scope of work may only be determined as site remediation activities proceed. As directed, participates in community relations activities, including contact with the media. Responds to written and verbal inquiries and coordinates activities with the District’s Public Affairs Office.

Other Job Functions

Develops budget estimates for assigned site remediation projects. Prepares, or directs the preparation of required reports to local, state or federal agencies. Performs other duties as assigned.

Environmental Conditions

Typical office environment. May use standard office equipment and computer terminals. Involves working in close proximity to or in conjunction with construction activities and heavy equipment, exposure to open excavations and slopes on remediation sites, and may involve contact with hazardous or toxic material. May require frequent exposure to a variety of weather conditions.

Desirable Knowledge, Skills and Abilities

Extensive knowledge of chemical considerations for environmentally impaired sites, and soil/water sampling techniques and protocols. Extensive knowledge of advanced and experimental treatment and cleanup technologies as they pertain to site remediation. Extensive knowledge of contracting principals, practices and procedures relevant to site investigation and remediation. Extensive knowledge of applicable laws, regulations and other guidelines governing remedial actions and activities related to hazardous waste sites. Thorough knowledge of recent developments, current literature and sources of information in environmental site remediation. Ability to complete a 40 Hour Hazardous Worker Training program. Ability to use computer spreadsheets and word processing applications. Ability to coordinate and supervise the work of others and to establish an environment of high morale and professionalism. Ability to solve unusual and complex problems through the adaptation of existing principles and policies. Ability to develop detailed specifications, reports and designs from general outline assignments. Ability to express oneself clearly and concisely, orally and in writing.

Absolute Requirements

Registration as a Professional Engineer in the State of Illinois.

Minimum Qualification Requirements

Graduation from an accredited four year college or university majoring in civil, environmental or chemical engineering and eight years of relevant post-degree engineering experience. At least four years of experience must have been in work related to the environmental remediation of contaminated land. At least three years of experience must have been in supervision of professional engineers or geologists. At least one year must have been in an administrative capacity.

Substitution

Full time graduate work in the designated fields of engineering may be substituted for the required non-supervisory or administrative experience on a year-for-year basis.

Promotional Requirement

Two years of service with the District as a Site Remediation Specialist. Civil service status as a Site Remediation Specialist.
