Responsibilities



As a senior member of the Project Controls team, you will be responsible for developing innovative project controls solutions tailored to a diverse set of projects. In this role, you are responsible for providing support to high risk and complex projects at PNNL. You will primarily support line or project managers and project teams in developing, implementing, and maintaining project controls systems (e.g., planning, scheduling, control, reporting, and performance measurement requirements) through performing the following activities:

Leading project controls processes for projects/programs and directing the day-to-day activities of other project controls staff Develop detailed project controls plans, statements of work, and other project planning documents Construct time-phased budgets, work schedules, work breakdown structures, and control account plans Create project workflows (e.g., Gantt charts, PERT, and CPM network diagrams) Familiarize, learn, and apply knowledge of applicable PNNL policies, procedures, and sponsor expectations Prepare proposals to deliver breakthrough science and technology to meet key national needs Within this framework, you will play a critical role in promoting, developing, and implementing project controls procedures and systems throughout the Lab and with external sponsors

You will work independently and often simultaneously on different high-risk or complex projects with multiple sponsors and demonstrate expertise across all project controls core competencies, and transfer knowledge to coworkers, sponsors and stakeholders. You will interact with internal and external sponsors to translate their needs into value-added project controls solutions, products, and services.


In addition, you will identify high-risk issues that could impact a project's success and bring them to management’s attention. You will play a leadership role in the organization by providing training, coaching, and mentoring; developing a sustaining workload for yourself and other staff; and contributing to or leading special activities.


Qualifications

Minimum Qualifications:

BS/BA and 7 years of relevant experience; -OR- MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:

Preferred Degree Programs: Project Management, Business/Finance/Accounting, Engineering / Engineering Management, Management Information Systems (MIS), or Construction Management. Thorough knowledge of project controls concepts including scheduling and earned value management. Proficient user of project controls applications and tools including Primavera P6 and/or Microsoft Project. Demonstrated organizational, problem-solving, negotiating, and teamwork skills; and good verbal and written communication. Experience with Microsoft Office software products such as Excel, Access, Word, Outlook, and PowerPoint Knowledge of general business administration; government performance measurement systems; and financial, administrative, and reporting systems. Record of adapting to changes, being creative with solutions, and having a tolerance for ambiguity. Certified Earned Value Professional (EVP) and/or Project management Professional (PMP). Experience and/or coursework in management information systems and databases (e.g. SQL, Access, and Visual Basic).

Additional Information

This position requires the ability to obtain and maintain a federal security clearance. 

Requirements:

* Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). 

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.


Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
