Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Senior Advisor, Financial and Data Analysis. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This role makes a significant contribution to MCS’s mission by increasing the division’s capacity for data driven decisions and complex financial analysis.

Reporting to the MCS Director of Financial and Data Analysis, this role encompasses a broad range of responsibilities including coordinating across MCS areas and HHSC divisions to ensure MCS’s interests are represented while also ensuring responsiveness to internal and external requests, including open records and legislative information requests. The Senior Advisor will play a significant role in analyzing fiscal impacts related to proposed legislation and other policy changes, including federal guidance.
Additionally, the Senior Advisor will assist the Director in strengthening internal operations by developing policies and procedures related to financial and data analysis, preparing materials and analyses to inform decision-making, creating actionable information, and establishing a data strategy for MCS.

The ideal candidate will have a proven track record of leading in a fast-paced environment. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Note this is a flexible hybrid schedule position with some in-office presence required.

Assists with the MCS cost estimate process during and prior to the legislative session, including providing leadership and guidance to staff on bill analysis and fiscal impacts

Assists in the development and analysis of MCS legislative funding requests and other financial analysis materials

Assists in the oversight of major data-related and financial projects for MCS

Works closely with the Director and other staff in planning, development and finalization of critical financial and data-related materials - including responses to legislative and other inquires, legislatively required reports, fact sheets, and presentations

Represents the Director, MCS, and HHSC in meetings with internal and external stakeholders
Knowledge Skills Abilities:
Knowledge and understanding of the Texas legislative process, including appropriations

Knowledge of and ability to interpret federal and state laws, regulations, policies, and procedures in management of publicly funded health care services, including a general understanding of Texas Medicaid and the Children’s Health Insurance Program (CHIP)

Experience with data and/or financial analysis

Proven record of building strong, productive relationships with internal and external stakeholders

Skill at preparing, researching, reviewing, and editing responses, presentations, and other assigned documents

Strong critical thinking skills and the ability to ask questions and find answers

Ability to synthesize information from different sources to ensure quality and accuracy of, and provide necessary context for, reported data
Skill in organization and problem solving

Ability to translate complex information from and for differing audiences
Ability to identify problems, evaluate alternatives, and implement effective solutions

A keen attention to detail and the ability to prioritize and manage a variety of tasks simultaneously, sometimes under pressure and often tight deadlines

Proven, effective oral and written communication skills and interpersonal skills necessary to interact with a broad range of audiences

Possess strong project management skills; results-driven, adaptable with ability to manage multiple priorities and meet deadlines
