[What the role is]

You will assist the Director, in leading the Procurement function and partner NHB Divisions to facilitate procurement and deliver NHB’s strategic outcomes, ensuring compliance to procurement policies and guidelines, and standards of integrity and transparency are upheld throughout the procurement value-chain. You will lead a team and provide direction for sourcing strategies, policy and governance, contract and supplier management, and procurement operations review while fostering cross-functional collaboration among stakeholders.

[What you will be working on]

  • Develop strategic procurement plans in partnership with NHB Divisions; pro-actively engage and influence stakeholders to achieve better sourcing decisions

  • Business partner to Divisions and provide succinct and consistent advice to Divisions to navigate the procurement life cycle; provide guidance to Divisions on complex specification requirements; advise Divisions on contractual obligations and strategies in negotiating and managing complex contracts

  • Oversee the NHB’s quotation and tender exercises from publication to evaluation and award; and ensure compliance with the Government Instruction Manual (Procurement) and NHB’s procurement policies and guidelines, other regulatory requirements and ensure timely award in GeBIZ

  • Analyse procurement requirements to assess feasibility of demand aggregation; engage with Divisions and manage the establishment of NHB’s Period Contracts and Framework Agreements to support the procurement needs of NHB’s Divisions

  • Drive continuous procurement operations improvement initiatives and streamline processes; implement innovative procurement solutions; and lead initiatives to transform and digitalise procurement processes to improve productivity and efficiency

  • Leverage on data analytics tools to monitor compliance with procurement procedures, detect anomalies and provide timely reporting to management

  • Review NHB’s procurement policies and workflows in accordance with the Government Instruction Manual (Procurement), benchmarking and incorporating best practices to ensure strong corporate governance

  • Supervise and develop procurement staff, and elevate the procurement competency of the team

  • Communicate procurement policies to stakeholders, and conduct procurement training to Divisions

[What we are looking for]

  • Background in procurement with at least 8-10 years of relevant experience, with 3-5 years of experience in leading a team

  • Prior procurement and data analytics experience in the Public Sector; and familiarity with ICT procurement and development/infrastructure development projects would be an advantage

  • Excellent communication and writing skills with keen attention to details

  • Strong interpersonal skills, positive attitude and the ability to work collaboratively with internal and external stakeholders at all levels

  • Analytical, resourceful, independent, and pro-active individual with the ability to deliver effectively
