General Statement

Under direction, plans and manages enterprise-wide information technology projects related to major business systems and functions. Supervises and guides the work of project teams. Serves as liaison between business and technical aspects of projects. Plans project stages and assesses business implications for each stage. Monitors progress to assure deadlines, standards, and cost targets are met. Prepares and administers project documentation at all phases of the project lifecycle.

Plans, initiates and manages information technology projects related to complex, enterprise-wide business systems and functions. Confers with Project Management Office Manager to develop program charter and program management plan to define relationship between related projects; develops plan documents, communication plans and project schedules. Plans project stages and assesses business implications for each stage; monitors progress to assure adherence to budget schedule and scope. Coordinates and guides the work of technical staff across multiple projects; serves as liaison between business and technical aspects of projects. Coordinates project-related contract management activities including RFPs and Direct Bid Contracts. Prepares and delivers project and/or program status updates to stakeholders including executive management. Manages project risk through comprehensive mitigation assessment and planning techniques. Monitors performance and recommends schedule changes, cost adjustments. Assigns, supervises and reviews work; ensures staff compliance with District policies and procedures including Personnel Rules and Administrative Procedures; completes performance reviews; addresses employee complaints and grievances; may recommend employment actions such as hiring, transfer, suspension, promotion or discharge. Monitors or tracks project milestones and deliverables.

Environmental Conditions

Work is performed in a typical office environment and requires the use of standard office equipment including computers.

Desirable Knowledge, Skills and Abilities

Considerable knowledge of business and management principles involved in strategic planning, resource allocation, production methods, and coordination of people and resources. Considerable knowledge of principles and processes for providing customer services, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Skill in determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes. Skill in encouraging and building mutual trust, respect, and cooperation among team members. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Ability to plan and supervise the work of multiple project teams. Ability to listen actively, providing full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. Ability to communicate effectively, orally and in writing.

Minimum Qualification Requirements

Graduation from a four-year accredited college or university majoring in information technology, business or public administration or a closely related field and six years of professional level experience in information technology project management.

Substitution

Graduate study in information technology, business or public administration or a closely related field may be substituted for experience on a year-for-year basis to a maximum of two years. Project Management Professional (PMP) certification may be substituted for one year of the required experience.

Promotional Requirement

One year of service with the District as a Project Manager. Civil service status as a Project Manager.
