The

section in Portland, Oregon has a fantastic career opportunity for a Healthy Waters Operations Support Specialist (Operations and Policy Analyst 1) to provide operational support to EPH through monitoring program processes, procedures, and results for compliance with regulations and effectiveness.

This is a full-time, 24-month limited duration, classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?

Asan Operations Support Specialist, you will provide operational support to EPH through monitoring program processes, procedures, and results for compliance with regulations and effectiveness. This will include tracking process errors and implementing process improvements as needed. This position serves as the Operations Support Specialist for EPH’s Healthy Waters program and specifically for its work in the Lower Umatilla Basin Groundwater Management Area (LUBGWMA).

The position will provide administrative and operational support to ensure the success of the LUBGWMA domestic wells testing and treatment program. This position also: supports operational needs for other Healthy Waters projects and initiatives,  provides recommendations for quality improvement processes, determines whether Oregon Administrative Rule (OAR) policies and procedures have been followed appropriately, provides informed opinions and recommendations to policy development..

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills;
OR
Any combination of experience or education equivalent to three years’ experience in a role focused on administrative or operational support.

  • Demonstrated oral and written communication skills, research and data gathering skills, and the ability to summarize written information into an understandable and accurate final product.
  • Experience with data entry, warehousing, drawing conclusions based on data, reporting, and proposing courses of action for leadership.
  • Must have the ability to present clear, concise information to the public, ability to be self-directed and initiate activities on behalf of professional staff.
  • Must demonstrate well-developed people skills and customer-oriented service approach to work with the public and internal/external partners, including a high degree of tact and diplomacy.
  • Experience with contract invoice payment processes, tracking and processing of invoices, contract expenditures, and the development of contract/invoice tracking tools.
  • Experience developing and documenting standard operating procedures based on application and interpretation of federal, state, and agency policies.
  • Ability to develop and present training to agency staff, managers, and partners on project related issues.
  • Experience as a meeting administrator for remote collaboration software including Microsoft Teams and Zoom.

Working Conditions:

This position is a hybrid position. Most of the work of this role may be conducted remotely with full access to the needed operating systems and technology. There are times that work will need to be conducted onsite and there may be times when this position is expected to come onsite up to two days a week, based on current operational needs. On site work occurs in a standard office environment with no unusual physical demands or exposures
