CPS Master CVS V – Youth Supervision

The Master Conservatorship Specialist V - Youth Supervision - performs advanced (senior-level) Child Protective Services work under minimal supervision and with extensive latitude for the use of initiative and independent judgment. The applicant selected for this position can expect to work in counties across the state that are experiencing staffing shortages and episodes of children and youth without placement in DFPS legacy areas and areas transitioning to Community Based Care. The Master CVS Specialist is responsible for providing supervision, daily care, service coordination, and transportation for children and youth in DFPS temporary housing locations experiencing an episode of being without a placement. The Master CVS Specialist assumes responsibility for all essential activities of daily living and required service coordination for children and youth in assigned temporary housing locations. Master CVS Specialist must be competent is managing behavioral needs of children and youth with complex mental and behavioral health needs. This position will be responsible for intervening during emergency situations and times of crisis.

The Master CVS Specialist V may be assigned to formally mentor or provide informal training to new/less tenured staff providing supervision and daily care for children and youth without placement in assigned temporary housing location.

The Master CVS Specialist may also be required to assist with specialized assignments and job duties outside of their typical day to day duties related to temporary housing needs. This may include maintenance and repair coordination, grocery shopping, laundry assistance, meal preparation, and providing support to children and youth with complex mental and behavioral health needs.

***The Master CVS Specialist position requires statewide travel 75% of the month.

Essential Job Functions:
•Swiftly assumes responsibility for the supervision and daily care of children in temporary housing locations, managing the behavioral needs of children and youth to minimize disruption and ensure the safety of all children, youth, and other staff.
•Coordinates service delivery to children and youth, including providing transportation to school and appointments, when necessary.
•Ensures appropriate services are provided to children and youth to ensure safety, permanency and well-being are achieved.
•Visits with children to provide supervision, daily care, and support.
•Writes serious incident reports and provides information to the primary caseworker and supervisor.
•Enters contact, case information and narratives into the Information Management Protecting Adults and Children System (IMPACT) within required agency time frames.
•Develops and maintains effective working relationships between Child Protective Services staff, children, youth, parents, caregivers, foster parents, judicial officials, CASA, legal parties, medical professionals, other community resources, etc.
•Attends and participates in trainings/meetings/staffings.
•Performs other duties as assigned and required to maintain temporary housing operations.
•Promotes and demonstrates appropriate respect for cultural diversity among children, youth, coworkers and all work-related contacts.
• Attends work regularly in accordance with agency leave policy.

Knowledge Skills Abilities:
•Knowledge of Child Protective Services program and application of policy and practice standards
•Knowledge of the Texas Family Code
•Knowledge of child development, family dynamics, and permanency planning
•Knowledge in trauma-informed care
•Skill in establishing and maintaining collaborative relationships with children, families, CPS staff, judicial officials, and other community partners/professionals around the state.
•Skill in effective verbal and written communication
•Skill in de-escalation techniques with children with complex mental and behavioral health needs
•Ability to provide trauma-informed care to children in DFPS conservatorship
•Ability to manage behavioral needs of children and youth with complex mental and behavioral health needs
•Ability to effectively and appropriately intervene during times of crisis and in emergency situations
•Ability to travel statewide for extended periods of time
•Ability to effectively manage work schedule and consistently meet required casework standards timely
•Ability to quickly adapt to variances associated with frequent changes in work assignments
•Ability to work effectively and efficiently with limited supervision
•Ability to apply a critical and analytical approach to problem solving
•Ability to efficiently utilize personal computer and other agency technology
