The Government-wide STEM direct hire authority for Physical Science is being used to fill these positions.
Salary: $145,078 (Step 01) to $188,597 (Step 10); NOTE: First time hires to the Federal Government are typically hired at the Step 01 .
*This position may be required to work 1 - 2 weeks per month in Stennis, MS., to close the Hydrologic Instrumentation Facility (HIF).

Duties
As a Hydrologic Instrumentation Research and Operations Chief within the Observing Systems Division (OSD) some of your duties will include:
Supervises and managerial duties over assigned staff such as planning, assigning, reviewing, and evaluating work and performance; making and/or approving decisions related to hiring, termination, awards, training, leave, travel, overtime, WGI's, and promotions. Exercises delegated authority over annual and multi-year Hydrologic Instrumentation Facility (HIF) planning activities. Manages, directs, and oversees hydrologic instrumentation testing, research, and training facilities at the new HIF facility and subordinate organizational components. Formulates and executes policy related to operating hydrologic instrumentation. Oversees research investigating state of the art hydrologic monitoring and observing technologies in collaboration with the University of Alabama - Alabama Water Institute. Serves as a senior advisor in the development, procurement, and provisioning of scientific instruments supporting water-resources activities on a national and international scale. Manages and coordinates the planning and conduct of testing, evaluation and quality control in the procurement and development of new instruments to meet the constantly changing needs for hydrologic information. The work is sedentary and mainly performed in an office environmental.

Applicants must be U.S. Citizens. Suitable for Federal employment, as determined by background investigation. Selectee may be subject to serving a one-year probationary period. Selectee may be required to file OGE-450 form. This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed. Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Qualifications
BASIC EDUCATION REQUIREMENT : Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-15:
In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-15 level:
One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-14 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.
Examples of such experience could include investigations that involved highly unstructured problems involving both difficult technology and complex human relations or programmatic issues. The results of these investigations had significant effects over a wide region of the United States, or may have included responsibility for new technology especially critical to the organization's programs. This work involved other recognized senior technical experts asking the scientist for advice or counsel due to his/her personal reputation in the field.
