Duties

The major duties of the Outdoor Recreation Planner (Compliance) position include, but are not limited to, the following:

Providing technical assistance: Serves as an expert providing technical assistance, advice, and guidance regarding interpreting and applying cultural and environmental legal authorities, program authorities, regulations, policies, and other requirements related to conservation and outdoor recreation. Project review and monitoring: Reviews recreation project applications to ensure that they are compliant with all applicable Federal laws, requirements, and regulations of the program and facilitate the completion of cultural and environmental requirements especially related to National Environmental Policy Act and Section 106 of the National Historic Preservation Act. Post project compliance: Coordinates and facilitates the tracking and resolution of compliance issues related to the LWCF Act and the UPARR Act along with their post-completion compliance regulations. State program review: Facilitates State Offices evaluation and program reviews for consistency with applicable laws, regulations, program policy, guidance, and procedures. Collaborates with other Federal, State and Tribal officials in their environmental and historic resource assessments.

Duties will be developmental in nature when filled below the full performance level.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

All qualifications must be met by the closing date of this announcement-06/25/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

You must meet one of the following Basic Requirements in order to be eligible for this position: Outdoor Recreation Planner-0023 Series Basic Requirements: Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. -OR- Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns; Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs; Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve; Preparation or review of plans and programs for natural resource utilization and recreation area development; and Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. To qualify for the Outdoor Recreation Planner (Compliance) position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Assists in either planning, recreation, cultural or natural resource management activities; 2) Participates in land use or community planning efforts with local, state, or federal agencies and helping to conduct environmental review; 3) Reviews recreation, cultural or natural resource projects and/or plans to ensure that they are compliant with all applicable Federal laws, requirements, and regulations. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J. D., if related. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts.

To qualify for the Outdoor Recreation Planner position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors).Qualifying specialized experience must include all of the following: 1) Conducts environmental and/or cultural assessments and drafting land or community planning documents; 2) Provides technical assistance to others interpreting and applying program authorities, regulations, and policies with particular knowledge of the National Environmental Policy Act and/or Section 106 of the National Historic Preservation Act; 3) Reviews recreation, cultural or natural resource projects to ensure that they are compliant with all applicable Federal laws, requirements, and regulations;4) Enforce compliance oriented requirements and/or coordinating or facilitating the resolution of compliance issues. You must include hours per week on your resume.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. You must include transcripts.

To qualify for the Outdoor Recreation Planner position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors).Experience at this level must include all of the following: 1) Lead planning projects and facilitate National Environmental Policy Act and/National Historic Preservation Act assessments; 2) Provide expertise interpreting and applying program authorities, regulations, and specifically the requirements National Environmental Policy Act and/or Section 106 of the National Historic Preservation Act; 3) Facilitates planning process and community engagement; 4) Enforce compliance requirements and/or coordinating and facilitating the resolution of compliance issues. You must include hours per week worked.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
