The (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.

This is a management service position and is not represented by a union.

This position is eligible for on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Here’s what you will do:

As a Senior Building Code Specialist, you will coordinate consistent statewide structural specialty code programs including code adoption, interpretation, and statewide application of the code enforcement, rule development, licensing and training. The structural program is a unit within the Housing and Building Safety Section (HABS). It oversees the areas of fire and life safety, seismic, ADA, low rise residential, and all residential structures. You formulate strategies to help achieve the division's mission of assuring safe construction by ensuring appropriate structural specialty code rules are promulgated and followed for carrying out the statewide structural specialty code.

Here’s what you need to qualify:

Minimum Qualifications:

  • A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work

OR

  • Any combination of experience and education equivalent to eight years professional-level evaluative, analytical and planning work

Required Oregon Certifications:

  • Commercial Building Inspector; or Building Plans Examiner; and

  • Oregon Inspector Certification (OIC)

Must obtain the related certifications as soon as possible, but no later than within six (6) months of hire.

Requested Skills:

  • Thorough knowledge of the state building code

  • Proven ability to work collaboratively with diverse partners, including state government agencies, local government partners, community-based organizations, elected officials, and private entities

  • Experience in interpreting and applying federal and state, rules, codes, and requirements, Oregon specialty codes or equivalent national model codes, and statewide and agency policies and procedures

  • Demonstrated commitment to providing excellent customer service and dispute resolution

  • Strong analytical ability and situational awareness

  • Organizational skills and ability to manage multiple overlapping deadlines with or without oversight

  • The ability to work closely with others in a team environment, particularly to gain agreement on acceptable engagement with local government partners, stakeholders and all customers

  • Knowledge of local building department operations

  • Demonstrated ability to use sound judgment, decision making skills, and problem-solving skills

  • Strong attention to detail

  • Experience reviewing construction plans and documents for compliance with the building code

  • Experience inspecting construction for compliance with the building code

  • Experience analyzing, interpreting, developing, and explaining building code-related policies

  • Demonstrated ability to evaluate proposed alternate methods of construction for equivalency to the building code requirements
