Public Health and Prevent Specialist I Perform routine (journey-level) public health and prevention services under the direct supervision of the Office of Border Public Health Program Manager providing community outreach, program implementation, data collection and field office support. Work involves collaborating and providing assistance to program and regional staff, licensed child care centers, schools, local health agencies, non-profit organizations, local health advisory boards, community health centers, public and community events and stakeholder coalitions on population-based services directed toward improving knowledge and access to care and resources. Educate community stakeholders in population-based strategies that support healthier environments and encourage healthy behaviors. Aid the program manager and team lead in the creation of trainings and curriculums for the dissemination of information on current and emerging public health topics and services to reduce burden of underlying conditions and diseases such as but not limited to cardiovascular disease, diabetes, immunocompromising diseases, etc. Provide technical support in the implementation of binational activities such as the binational health councils, binational health week and any binational related activity. Assist in binational coordination, education, and communication. Work under moderate supervision, with limited latitude for the use of initiative and independent judgment. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Essential Job Functions:

EJF 1# 35%) EDUCATION/ OUTREACH/TRAINING/COMMUNICATION: Collaborate with schools, hospitals, local health agencies, non-profit organizations, health advisory boards and stakeholder coalitions on population-based health promotion activities. Provide technical assistance in evidence-based prevention programs to local stakeholders. Create training curriculums and assist in teaching them. Promote and support local stakeholder prevention activities in the areas such as but not limited to current and emerging public health topics, prevention, and access to treatment of underlying conditions and access to care. Will be involved in planning and developing public health education program activities to aid program staff and community organizations to increase access to health services and resources in the border communities, communicating health messages in a culturally appropriate manner, and reduce the burden of formal healthcare system. Provide technical support in the implementation of binational activities such as the binational health councils, binational health week and any binational related activity. Assist in binational coordination, education and communication. Will meet with clients, individuals and community organizations as needed to support health programs designed for individual use and for groups. Assists in the distribution of educational handouts, e.g. flyers, infographics, forms, presentations and other materials used for educational purposes. Travels to community locations and other outreach destinations to provide education. Participate in weekly outreach efforts to raise community awareness of public health programs and health risks in border rural communities with hard-to-reach populations. Coordinates and assist in instruction and training in one or more core competencies to Community Health Workers. EJF #2: (25%) IMPLEMENTATION and TECHNICAL SUPPORT: Assist in disseminating information on public health issues and health promotion programs. Create awareness on current and emerging public health topics and prevention strategies. Coordinate training courses, and health education courses. May train others. Assist in preparation and completion of team activities. Provide technical support to all DSHS programs in trainings, health events or projects. Provide technical support in the implementation of binational activities such as the binational health councils, binational health week and any binational related activity. Assist in binational coordination, education, and communication.

EJF #3: (15%) DATA COLLECTION: Collect assessment data for use in planning intervention strategies, implementing intervention activities, and evaluating the effectiveness of public health services. Conduct local public health system assessments to determine compliance with state mandates, regulations, policies, and procedures. Assist in development of survey tools and collection of survey data. Develop and resource guides and stakeholder listings.

EJF #4: (10%) PLANNING: Assist in regional program planning. Coordinate, participate in, and may facilitate stakeholder planning meetings at the local level. Track and maintain meetings and activity schedules. Tracks inventory and identifies program material, equipment, and supply needs.

EJF #5: (10%) REPORTS: Prepare reports on activities performed, and meetings held. Prepare or assists in the preparation of administrative reports, studies, and specialized research projects. Maintain number of community members, CHWs and stakeholders educated on a monthly basis.

EJF # 6: (5%) OTHER: support office duties including phone coverage, ordering supplies, file reports, make copies, and perform related work as assigned including serving in the DSHS Multi-Agency Coordination Center, State Operations Center, regional and/or local operations centers, joint field offices, Disaster District operations centers, or to be deployed to an affected area of the state during the response to and/or recovery from an all hazard event.
Knowledge Skills Abilities:
Bilingual/Biliterate (English/Spanish) required.
Knowledge of facilitation methods.
Knowledge of educational and presentation techniques and community outreach
Knowledge of departmental program, policies and procedures, of the relevant laws and pertinent techniques of management, evaluation and program monitoring.
Knowledge of computers, hardware or peripherals, and software.
Knowledge of social, economic, and public health issues; of public health laws and regulations; and of medical terminology.
Skill in the use of a computer and applicable software.
Skills in performing data entry and producing reports
Skill in time management and organization.
Skill in operating audio-visual equipment.
Ability to interpret public health laws and regulations, to analyze and evaluate public health needs, to communicate effectively.
Ability to follow regulations, procedures, policies and proper protocols of local, state and federal health departments/entities.
Ability to translate complicated information into practical and useful reports.
Ability to clearly present information orally and influence others in positive or negative circumstances.
Ability to work effectively and productively with other professionals and community members.
Ability to travel away from headquarters and function effectively from these locations to plan, assign, and/or supervise the work of others.
Ability to develop and evaluate administrative policies and procedures.
Ability to create registry systems and spreadsheets.
Ability to plan, coordinate and organize community meeting and conferences
Ability to develop goals, objectives, evaluation tools and to measure expected outcomes
Ability to work independently, managing multiple tasks and prioritizing assignments
Ability to work well with others, exercising professional demeanor and team work
