Role

A Business Manager role will usually undertake tasks that impact on the whole school. The role seeks to gain cooperation of other staff members or members of the school community to achieve specific objectives, such as in school administration, finance or human resources.

Direction on targets and goals is provided but the position will have some degree of latitude in determining how they are achieved. This latitude will generally be limited by standard procedures and school policy. Deviation from standard procedures and school policy will require guidance and direction from senior management.

Management of staff to achieve the expected outcomes is a key responsibility. Staff management issues will be resolved with minimal reference to senior management, although guidance will be required in more complex cases. Senior management will be provided with timely reports and advice in matters relating to the school finance, human resources or school administration.

Responsibilities

Deliver School Services

Manage the design and production of school publications and documents

Finance

Manage and direct the preparation of annual budgets and regular financial statements and contribute to the financial decision making of the school. Prepare funding submissions for the leadership team and school council. Direct the accounting processes of the school and ensure that all funds, including school investments, are effectively accounted for according to Treasury regulations. Provide advice to staff on spending against budget in respect to faculties, programs and other school projects. Administer government grants and other school income. Manage fund raising activities.

General Administration

Ensure the provision of a range of administrative support functions for the Principal and teaching staff. Provide administrative support to external service providers as required. Manage the processing of student admissions, registrations, enrolments and transfers. Provide required level of administrative support for school events, functions and projects. Implement induction programs for new staff, volunteers and other workers to the school.

Human Resources

Research, plan and prepare development programs for support staff. Manage recruitment procedures. Provide authoritative advice to the leadership team on support structures and work practices. Assist in the development of work practices that ensure appropriate occupational health and safety standards are maintained. Manage procedures relating to employee relations issues. Assist in the development of human resource planning.

Manage School Resources

Coordinate the use and maintenance of school buildings and equipment. Liaise and negotiate with service providers in respect to the cost and quality of services. Supervise the delivery of contracted services. Manage the development and collection of resource material at the school.

Support School Council

Draft reports and make recommendations on operational issues. Evaluate and report on the operational efficiency of computer systems in production, making recommendations for improvement where appropriate. Develop techniques and procedures that will affect work practices beyond the work place. Manage a technical program with a broad scope across the school.

Other Information

1. Manage the accounting processes of the school and ensure that all funds are effectively accounted for according to treasury regulations and analyse reports in line with accounting standards
2. Oversee the Financial operations and processes of the school, including the management, preparation and maintenance of annual budgets and regular financial statements including the financial commitment summary
3. Manage all school-based procurement of goods and services in accordance with DET policy.
4. Advise staff on spending against budget in respect to faculties, programs and other school projects.
5. Prepare funding submissions for the Principal team and school council.
6. Manage school investments in accordance with school policy and procedures
7. Manage capital works
8. Report to School Council and its sub-committees on financial matters, including attendance and reporting to the Finance committee
9. Monitor fortnightly SRP reports, submit salary mischarge claims and process Credit to Cash transfers on behalf of the school. Manage the SRP and the Workforce Planner and make claims for CRT costs through SRP
10. Manage end of financial year and end of month processing including processing the bank reconciliation each month and preparing the required monthly and annual reports for the Finance Committee and School Council
11. Manage and negotiate contracts with third party providers, ensuring agreements are in accordance with DET guidelines
12. Employ ‘best practice’ and ensure appropriate financial practices and internal controls are continuously maintained in line with DET regulations, including the management of the financial audit
13. Manage insurance claims, facilities hire and stadium hire.
14. Oversee the school’s assets via the Department’s new Asset Information Management system (AIMS).
15. Oversee the management of the recruitment process
16. Manage the Human Resource processes of the school ensuring timely and accurate recording of leave, salary and employment variations, increments and other details and provide advice in respect of relevant awards and conditions
17. Process the School local payroll each fortnight
18. Manage the Workers Compensation process including processing and management of claims including payroll related procedures and return to work coordination.
19. Manage performance reviews and staffing for educational support staff in consultation with Principal
20. Manage the support functions within the school
21. The Business Manager will be a member of school council and other sub committees.

Location Profile

Flemington Primary School was established in the current buildings and location 1922, and is situated in the quiet residential area of Travancore in inner Melbourne. The school is set back from Mount Alexander Road behind majestic, heritage cast iron gates and the school oval, and is bounded by the laneway, Flemington Street, Cashmere and Mangalore Streets and the Royal Children's Hospital Mental Health Unit.
