[What the role is]

You will be part of a team that partners NHB Divisions to facilitate procurement activities in the organisation to deliver NHB’s strategic outcomes, while upholding good corporate governance to ensure that government and NHB procurement policies and guidelines are adhered to, and standards of integrity and transparency are upheld throughout the procurement value-chain.

[What you will be working on]

  • Formulate, review, and streamline NHB’s procurement policies, processes, workflow, forms, and templates in accordance with Government Instruction Manual (Procurement).
  • Provide consultancy services to NHB divisions in procurement and contract management, including monitoring of contract renewals and contract variations.
  • Review tender and quotation publication documents to ensure compliance with Government Instruction Manual (Procurement) and NHB’s procurement policies and guidelines and ensure timely publication of tender and quotation notices in GeBIZ.
  • Review tender and quotation approval papers to ensure compliance with Government Instruction Manual (Procurement), NHB’s procurement policies and guidelines, relevant policies of respective authorities and ensure timely award in GeBIZ.
  • Work closely with NHB Divisions to establish NHB Period Contracts and Framework Agreements to meet procurement needs of NHB while ensuring compliance with Government Instruction Manual (Procurement) and NHB’s procurement policies and guidelines.
  • Lead projects to transform and digitalise procurement processes and procurement management reporting, through streamlining and innovating processes and leveraging on digital solutions such as data analytics to enhance governance, productivity, and efficiency.
  • Conduct sharing sessions/training to Divisions on Government Instruction Manual (Procurement) and NHB’s procurement policies and guidelines.

[What we are looking for]

  • A Degree/Diploma holder (or equivalent) with at least 2 years of working experience in Government Procurement.
  • Prior Procurement experience in the Public Sector with GeBIZ and WorkDay knowledge would be an advantage.
  • A good team player with excellent communication (written and verbal) skills
  • Strong interpersonal skills and the ability to work collaboratively with internal and external stakeholders at all levels.
  • Resourceful, independent, and able to multi-task.
