Duties

As the Supervisory Park Ranger (Visitor Services), your duties will include but are not limited to the following:

Develop, manage, and maintain a high-quality visitor services program on a national wildlife refuge. Coordinate with refuge staff to measure impacts of visitor use on wildlife/habitat; develop, conduct, and analyze visitor use surveys and studies; minimize conflicts between the refuge's visitor use and wildlife and management goals, recommending program changes as needed. Serve as the primary refuge media contact. Develop, coordinate, and implement refuge outreach activities and communication plans. Participate in public meetings/hearings and Congressional briefings. Interpret and implement visitor services policy and legislation on the refuge. Develop refuge specific policy, procedures, programs and operating systems which reflect national and regional policy. Supervise a visitor services staff. Plan and assign work; advise, counsel, or instruct employees; develop performance standards and evaluate work performance and serves as refuge liaison with community organizations and interest groups ensuring cooperative working relationships. PCS INFORMATION:
Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable. In addition, relocation discretionary entitlements May be authorized for this position excluding contractor-provided home sale.

In order to qualify for this position, you must possess the Minimum Qualification.

Minimum Qualification GS-11 I have one year of specialized experience equivalent to at least the GS-9 level in the Federal service that equipped me with the particular knowledge, skills and abilities needed in order to successfully perform the duties of this position and that was in the same field or field directly related to this position. Specialized experience may include: 1) being responsible for multiple aspects of a comprehensive visitor services program for a conservation area, such as serving as a visitor center manager; 2) building collaborative partnerships with community organizations; 3) implementing visitor services policy for a conservation area; 4) designing interpretive/education products such as brochures, panels, and exhibits; 5) conducting environmental education programs' and responsibility equivalent to grade GS-09 in the Federal service. Experience may include guided tours, designing interpretive displays, conducting environmental education programs. building collaborative partnerships, conducting community outreach, grant writing. OR, I have 3 years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree related to the occupation. Major study: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR, Possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters or equivalent) is creditable using this method. NOTE : Transcripts required, and your resume must contain sufficient information at this level of work, e.g., complete begin/end dates, hours worked per week, duties performed, etc., for each period of work for consideration to meet this standard. Minimum Qualification GS-12

I have one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include the following: planning, administering, and managing visitor services activities; creating and implementing new recreational and/or educational opportunities, programs and services for visitors: ensuring that visitor facilities and programs meet all regulatory requirements (safety, accessibility, historical preservation, etc.) and programmatic goals and objectives; managing a program budget and ensuring proper use of funds; and developing and maintaining cooperative relationships with the general public, educational institutions, non-profit organizations, and governmental agencies to promote the programs/services of a park/refuge and/or to partner on collaborative projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
