Help the Oregon Department of Fish and Wildlife fulfill its mission: To protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations.

This position is with the Oregon Department of Fish and Wildlife (ODFW) located in Roseburg and oversees staff at offices in Roseburg and Charleston.

Play a key leadership role with fish and wildlife resources in the Umpqua Watershed District, which encompasses most of Douglas and Coos counties. Put your Natural Resource leadership skills to work by directing the Umpqua Watershed District staff of fish, wildlife, and habitat biologists, and support services staff.

What you will do:

The role is critical to establishing and/or maintaining working relationships with community leaders, tribes, federal and state agencies, local governments, and stakeholder groups by:

  • Meeting with tribal, federal, state, and local government leaders to coordinate development and implementation of department and region fish and wildlife programs.

  • Participating in meetings with various constituent and resource user groups.

Supervises fish, wildlife, habitat, hydropower, support, and public information officer programs and staff in the Umpqua Watershed District:

  • Plans, assigns, and reviews staff work. Adjusts work assignments and schedules to maintain adequate staffing levels and responds to fluctuating workloads.

  • Evaluates employee performance and prepares performance appraisals. Assesses staff training needs and arranges for or provides instruction.

  • Assures watershed level coordination among disciplines and assignments.

  • Reviews applicant credentials, participates in interviews, and hires or recommends hiring of staff.

  • Resolves personnel problems, complaints, and formal grievances. Rewards and disciplines employees. Hires, fires, and disciplines employees as necessary.

  • Counsels employees in work-related activities, personal growth, and career development.

Plans coordinates, and directs fish, wildlife, hydropower, habitat, and public information programs in the district in a coordinated watershed level approach:

  • Meets regularly with fish, wildlife, and habitat division staff, as well as information and education staff to identify tasks, progress on assignments and impediments to reaching program goals of the divisions and region. Attends divisional and agency-wide coordination meetings (Executive Leadership Team, etc.) as assigned.

  • Develops and implements work plan for District and staff consistent with ODFW’s Strategic Plan.

  • Sets, promotes, and provides guidance, advice, and assistance to district staff in reaching management goals and objectives and in improving program effectiveness.

  • Organizes and facilitates occasional internal district fish and wildlife program meetings to identify program needs, define regional expectations, and priorities, and improve coordination.

  • Reviews and assists in evaluating angling, hunting, furtaking, and other regulation and policy proposals.

  • Reviews and assists in evaluating contentious habitat protection activities.

  • Works cooperatively with the Oregon State Police and other state resource management agencies to set fish and wildlife conservation strategies and implement same effectively.

  • Assures that District work schedules reflect regional and statewide priorities and policies.

Working Conditions:
• Frequently out of doors or operating vehicles in inclement weather and at night, often works more than 8 hours per day and in excess of 40 hours per week. Frequent nighttime and weekend work. Participates in field activities. Often encounters difficult or angry people.

• This position requires a valid driver's license and an acceptable driving record.

• The duties of this position include as an essential function the possession and use of a SPOTS Card for work-related purchases. Prior to being issued a SPOTS Card the employee must meet all necessary requirements in accordance with ODFW Policy ASD_250_03-- SPOTS, including completing ODFW SPOTS Card training. Continued eligibility to possess and use a SPOTS Card requires that the holder remain in full compliance with ODFW policy ASD_250_03—SPOTS.

• This position requires passing of a computerized criminal history background check. The successful candidate will be subject to a criminal history background check with fingerprinting before being hired into this position, and the employee will be subject to annual checks during employment. This position has been designated as sensitive in that the incumbent has direct access to persons under 18 years of age, elderly persons or persons with disabilities. Criminal Records/DMV Check
Applicants are subject to both a criminal history and motor vehicles check. Driving is required for all positions. Out-of-state finalists will be required to present a current certified driving record for review to be considered for the position. Be prepared to obtain as soon as possible. You are expected to provide the out-of-state certified driving record before an offer can be made unless extenuating circumstances exist. Adverse background and/or driving information may disqualify you from further consideration.
 

Minimum Qualifications:

Five years of lead work, supervision, or progressively related experience involving habitat management for fish or wildlife, resource management and policy, or program administration; OR

Three years of related experience and a Bachelor’s degree in resource management program with at least 45 quarter (30 semester) hours of biological or ecological coursework.

  • Proven record of proactively building effective relationships with tribal, federal, state, and local governments, and non-profit and stakeholder groups.

  • Preparing and implementing long and short range goals and plans.

  • Budget development, management, and accountability for multiple complex projects/programs.

  • Supervising staff including recruitment, hiring and performance management
    Resolution of natural resource conflicts.

  • Applying fish and wildlife laws and regulations.

  • Working with others on controversial issues involving natural resources.
