Duties

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Major Duties include:

Assists with the identification, research, planning, treatment, and preservation maintenance of historic structures. Develops and maintains liaisons and effective working relations with related groups and individuals, agencies, and the public in order to encourage and facilitate cooperative regional management strategies. Conducts and coordinates segments of historic structure research projects related to the identification, documentation, analysis and evaluation, and treatment; conducts research involving historical documents, photographs, plans, drawings, and related items to develop knowledge of and data about specific historic structures. Maintains list of classified structures documenting the location, historical development, condition, and management of historic structures in the park. U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You will be required to complete a one-year trial period. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-09/27/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position, you must meet the Basic Education Requirements and must meet at least one of the following Minimum Qualifications by close of the announcement.

Basic Education Requirements for Architect, GS-0808 series:

A) Successful completion of a bachelor's or higher degree in architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. You must submit copies of your transcripts.

B) Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such a background must be demonstrated by at least one of the following: Related curriculum: A degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. You must submit copies of your transcripts. Experience: an applicant lacking a degree in architecture must have had one year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. - AND -

Minimum Qualification Requirements, Architect, GS-0808-09

EXPERIENCE: One year of specialized experience equivalent to at least the GS-07 level in the Federal service. Examples of specialized experience include, but are not limited to, the following: providing advisory services on conventional architectural activities and concerns; assisting with historic architectural project requirements and priorities; monitoring architectural project activities and reporting results. You must include hours worked per week.
-OR-
EDUCATION: A master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, such as architecture, architectural engineering, or another directly related field of study. You must include transcripts.
-OR-
An equivalent combination of such education and experience. For example, I have six months of the specialized experience described (50% of the experience), and 27 semester hours or 41 quarter hours of directly related graduate level college study as defined in an accredited institution (50% of the qualifying education). You must include transcripts and hours worked per week on resume.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
