Summary

The Director, National Leadership Command Capabilities (NLCC) Management Office (NMO) serves as the principal advisor to the Department of Defense Chief Information Officer (DCIO) for Command, Control and Communications (C3) and is responsible for establishing overall DoD policy, governance, and oversight with respect to the capability development, operability, interoperability, integration, standards, and architecture for the Defense and National Leadership C3 enterprise.

Duties

The incumbent of this position: Develops polices, technical analysis, security and capability assessments, system standards, architectural representations, and maintains oversight on all matters related to nuclear and non-nuclear strategic strike, Ballistic Missile Defense, Continuity of Government (COG), Enduring Constitutional Government, Head of State, National Security and Emergency Preparedness and Senior Leadership Communications. Develops and maintains a consolidated inventory of NLCC mission-critical and mission-essential information systems, identifies gaps and deficiencies, and reviews/ensures contingency plans for responding to disruptions in the operation of any of the capabilities. Develops, maintains, and facilitates the implementation of a comprehensive and integrated DoD investment strategy for NLCC capabilities necessary to support the Federal Mission Assurance Strategy, National Security Strategy, National Defense Strategy and Secretary of Defense priorities, and provides programmatic guidance to Military Departments and Defense Agencies associated with those capabilities on behalf of the DoD CIO. Provides governance, management, and oversight for NLCC communications, network operations, security operations, assessments, requirements, engineering and architecture and compliance. Provides oversight of Military Departments and Defense Agencies to ensure adherence to policy, to implementation standards, and to capability architectures for their communications and NLCC programs to ensure delivery of an integrated end-to-end capability. Serves as Senior DoD representative to the National Security Council on all communications and information systems policy issues for National Security and Emergency Preparedness communications issues.
