Your Specific Responsibilities:

Responsible for updating the budget module to ensure payroll reallocation is correct by employee EAR/DAR activity on a biweekly basis or as needed and communicate to staff if correction is needed. Preparation and review of the monthly spending plans for current and subsequent fiscal years as requested. Discuss on a quarterly basis significant variance with Administrative Services Director and suggest corrective action plan. Ensure spending plan(s) is updated in FIRs by the 8th of the month following the end of the quarter for CHD Administrator to review and approve by the due date currently 10th of the month. Also ensuring expenditures do not exceed allotment balances. Assist with preparing the Annual Core Contract between the State of Florida and the Pasco County Government. Review and monitor contract management reports and identify any potential problem areas. Coordinates the preparation of the quarterly variance report & memo for the County as required in the Core Contract. Prepare and submit Core Contract amendments as required in a timely and accurate manner. Coordination of the establishment and validation of Other Cost Accumulator (OCA) and Expansion Option (EO) codes and providing internal worksheets for fiscal staff and Division Directors to assist in the accurate recording of accounting transactions and analysis of monthly reports.

Responsible for preparing WIC Monthly Report of Program operations, the Dietetic Internship Addendum Report, and the Healthy start monthly financial reports for grant reimbursement. Ensures accuracy and timeliness of data and submits WIC reports to the State Office within established guidelines. Reviews expenditures for correctness and gathers supporting documents for compiling each report. Identify discrepancies and works with the program managers to resolve. Maintaining a fiscal filing system, complete, logically organized, and accessible for the purposes of program audits. Develops tools to assist programs (WIC, DI, and Healthy Start) in monitoring fiscal activities.

Assisting with development of budgets for special projects, programs or grants. Prepare and review (TR20 & TR21) uploads posting of operating budgets and estimated revenues to FLAIR. Updates Budget in FLAIR and/or Budget Module reviewing monthly and more importantly one month before the end of the quarter reflecting budget changes in revenues and expenditures. Monitor the OCA Cash Balance report in FIRS ensuring balances are accurate. Ensure the end of Schedule C Federal OCA grant period that the OCA balance is zero. Ensure by June 30, State General Revenue and other categorical revenues have no negative cash balances preparing code sheets TR58 or TR96 needed. Back up contact to open the safe to provide change to clerks as needed.

Responsible for uploading vouchers schedules each morning into AXIOM, assembling package for mailing to the Chief Financial Office and maintaining the voucher/warrant log. Creates folders of each voucher for filing as the official DOH record of all entries made through FLAIR and MFMP processes. Audit, log, and mail warrants ensuring checks are in compliance with F.S and DOH Finance and Accounting Internal Operating Procedures IOP Retrieve and assemble the FLAIR daily input summary report for supervisor and payables review.

Assist working with Level 4 managers, program managers, and leadership staff, utilizing the FIRS budget module to prepare the DOH-Pasco Annual Operating Budget of $12,000,000. Meets with program managers on a quarterly basis to review and provide guidance on status of budgets. Coordinate FIR's budget and report training for L4 managers at least annually. Review and makes recommendations relating to budget requests submitted by managers and/or Division Directors.

Act as the backup in ensuring all invoices are processes timely in compliance with Florida Statute and DOH Finance and Accounting Internal Operating Procedure IOP , ensuring that the appropriate object codes and cost accumulators are used according to DOH policy. Performs as Scoped Accountant Approver on P-Card purchases ensuring transactions are processed within 10 days after transaction is recorded in FLAIR in compliance with DOHP Assist with F&A duties as required by the F&A department in ensuring compliance and procedures are followed.

Performs other duties as required including serving as the Finance Chief in the Incident Command Structure and the primary Budget approver in My Florida Market Place for all DOH-Pasco orders.
