Main Purpose of Job

\r
The DHS/SSA Interstate ICPC/ICAMA Specialist has a crucial role in facilitating safe and\r
appropriate interstate placements and post-placement services for children entering or leaving\r
Maryland. Working within the framework of the Interstate Compact on the Placement of\r
Children (ICPC) and the Interstate Compact on Adoption and Medical Assistance (ICAMA), the\r
specialist ensures compliance with national and state-specific regulations. This includes\r
coordinating timely and secure placements to establish permanent homes, while also ensuring\r
access to necessary medical services for children placed in adoptive or guardianship homes\r
under ICAMA and Guardianship Assistance Program (GAP) guidelines. The specialist\r
collaborates closely with the ICPC unit's Administrative Assistant Support Staff to support the\r
operational goals of the DHS/SSA Interstate team.\r
\r

POSITION DUTIES

\r
Ensure that Shelter Care, Commitment, and/or Guardianship court orders or surrenders, relinquishments, or consents are provided.\r
Ensure IV-E eligibility determination documentation is submitted.\r
Review for accuracy of Medical/Financial plan statements.\r
Ensure needed social summaries/case histories, medical and educational diagnosed special needs documentation are provided.\r
Ensure that appropriate family assessments, evaluations or home studies and associated placement recommendations are completed; and�ICAMA 6.01 (and new 700 series via AAICAMA website referral) forms and adoption subsidy agreements, as well as IV-E eligible Guardianship Assistance Program (GAP) documents are submitted and in appropriate quantity).��\r

MINIMUM QUALIFICATIONS

Education:�� A Master's degree in social work from an accredited college or university approved by the Council on Social Work Education. \r
Experience: Six years of professional experience in a social work capacity in a public or private agency or institution, three�years�must have been in administrative, supervisory or consultative capacity. \r

1.�These requirements are established by the Social Services Administration by authority provided in Human Services Article 4-204 of the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.\r
2.�Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.\r

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r
One year of experience with the National Electronic Interstate Compact Enterprise (NEICE ) electronic case management system.\r
One year of experience with CJAMS.\r
One year experience with both Interstate Compact Placement of Children (ICPC ) and� Interstate Compact Adoption and Medical Assistance (ICAMA) Compact cases at any MD LDSS.\r
One year experience with the MD LDSS home study process.\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for�positions in this classification must be licensed by the Maryland Board of Social Work Examiners. \r
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator's license valid in the State of Maryland. \r
