Main Purpose of Job
To Supervise Assessor Supervisors and manage a team/teams of Residential Assessors in a local assessment office.
POSITION DUTIES
Manages, through Assessor Supervisors and Assessor C & Is, the\r
activities and�assignments to ensure the completion of the annual workload\r
while adhering to�office guidelines and departmental procedures and\r
regulations.\r
\r

Reviews and evaluates the work completed by the staff to assess work\r
quality and to�ensure that the departmental or office procedures and\r
guideline are maintained by�monitoring, tracking and ensuring the\r
completion of land rates, market value�indicators, sales ratio studies,\r
various mainframe and Assessment Administrator &�Valuation System\r
(AAVS) edits to ensure property valuation using AAVS and�departmental and\r
local guidelines.\r
�\r
Coordinates, performs and ensures that various operations (including\r
TDT's,�merges, uploads, and table management) are executed in the AAVS\r
system in order�to maintain property records by following the guidelines\r
in the AAVS Users�Manual.\r
�\r
Provides assistance and support to clerical staff by completing and\r
approving�various transfer documents and calculations, and calculating\r
appropriate values that�are the result of subdivision, separation or\r
various changes of use.\r
�\r
Coordinates and monitors residential new construction inspection cycles\r
for timely�permit processing assigned by management. Track and code\r
permits scheduled for�new construction with database; Review and approve\r
competed new construction.�\r
\r
\r
\r
Review property transfers for proper conveyance coding so that they meet\r
the�requirements and objectives set by the Department within required\r
deadlines.�\r
\r
\r
\r

MINIMUM QUALIFICATIONS
Experience:�Nine years of experience, five years of professional appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code, four years�of appraisal experience involving the valuation of real�property and�completion of the International Association of Assessing Officers Course 101, 102 and 300 or equivalent�courses approved by the Department of Assessments and�Taxation.\r

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university, completion of the International Association of Assessing Officers Course 101, 102 and 300 or equivalent courses approved by the�Department of Assessments and Taxation and five years of�appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code for the required experience.\r
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.\r
DESIRED OR PREFERRED QUALIFICATIONS
Two years of supervisory experience.\r

Experience in the valuation of residential/commercial and industrial properties and the assessment appeals process.\r

Working knowledge and experience using the AAVS program.\r
\r
\r
Understanding of real property tax laws in Maryland and IAAO standards.\r
LIMITATIONS ON SELECTION
Must be willing to work in Baltimore County.\r
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r
SPECIAL REQUIREMENTS
1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle. \r
2. Upon appointment to positions, employees in this classification that�possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an 'Inactive' status. \r
3. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation. \r
