Purpose:
The AHP Analyst II will assist with the management and monitoring of simple to complex compliance issues for the Bank's Affordable Housing Program (AHP) and regularly report to management trends and findings. Provide administrative and customer service support in the offering of various regulated affordable housing programs, as well as Bank sponsored voluntary programs.
The following statements are intended to describe the general nature and level of work being performed by persons assigned to the job. Specific Responsibilities:
- Responsible for providing programmatic assistance to financial institutions, non-profit and for-profit housing development partners and building owners/operators regarding the use of various Bank housing programs.
- Ensures partners and developments adhere to statutory restriction and Community Investment Department policies and procedures including identification of potential fraud or deliberate misrepresentation by program users, members, or Bank staff.
- Performs disbursement, monitoring, and compliance functions consisting of comprehensive analysis and assessment of multi-family and owner-occupied housing development proposals for financial feasibility and programmatic compliance.
- Researches and recommends appropriate steps to successfully resolve multi-faceted compliance issues, while adhering to statutory and programmatic guidelines.
- Works with management, financial institutions, housing development partners, and their legal counsel and staff to develop workout plans or recourse of statutory remedies for projects out of compliance.
- Prepares reports on project status including loss/risk rating analysis.
- Processes and makes recommendation for approval of modification and extension requests.
- Assists in preparation of reports for submission to senior management and associated committees, internal audit and FHFA examinations.
- Uses internal and external feedback to consider changes to Community Investment programs including scoring components and policies.
- Assists and tests forms for accuracy and consistency with program guidelines.
- Reviews and recommends internal monitoring policies and procedures.
- Maintains knowledge of regulatory changes and housing industry trends.
- Helps develop and present program materials used in presentations for workshops, webinars and other training events to various organizations that use Bank housing programs.
- Works with department staff to make calls and presentations to outside organizations interested in using the Bank's housing programs.
- Represents the Bank at groundbreaking, ribbon cutting, and conference events.
- Will assist with analysis and compliance of other programs in the department as needed.
Position Requirements:
- Bachelor's Degree or direct work experience in Affordable Housing required, with a focus in Accounting, Finance, Business Administration, Real Estate, Urban Planning, or Affordable Housing. General knowledge of business administration and basic technology, finance, and accounting principles essential.
- Three to five years of professional business experience analyzing and interpreting housing development budgets, complex financial structures and transactions, operating pro-formas, and regulatory agreements preferred. Familiarity with or understanding of loss mitigation and foreclosure of multi-family properties preferred.
- Knowledge of Affordable Housing Regulations and funding programs such as: LIHTC, HTC, NMTC, HOME, CDBG, Development Fund, USDA RD, HUD/FHA preferred. Understanding of rental assistance programs and supportive housing projects is helpful.
- Understanding and application of federal or state housing compliance and regulatory requirements, working with external customers, preparing written correspondence and delivery of technical assistance preferred.
- Experience working with non-profit organizations a plus.
- Ability to provide a variety of inter-related and non-standard assignments and resolve a wide range of compliance issues preferred.
- Must possess exceptional organizational and time management skills. Must be able to work alone and as part of a team.
- Excellent written and oral communication skills including public speaking.
- Intermediate level expertise of Microsoft Office products to include: Word, Excel, Access, Adobe, and Powerpoint preferred.
- Possesses sound judgment and excellent customer service skills to handle sensitive situations with tact and diplomacy.
- Ability to lift 20-25 lbs.
- Must not have been convicted of any civil or criminal charge that would suggest a risk to Bank security.
- Ability to work full time.
- Ability to uphold and model the banks Guiding Principles.
