Prepares, executes, and administers Nonappropriated Fund (NAF) procurement actions in accordance with Marine Corps NAF Procurement Policy. Ensures MCCS requirements are met in an efficient and cost effective manner. Reviews purchase requests for completeness and certification of funds availability. Ensures requisitioner's statements of work and specifications are contractually acceptable. Determines availability of potential vendors or develops new sources of supply. Maintains source files. Conducts market research as necessary. Analyzes and coordinates approvals for single and sole source procurement actions. Issues requests for information, quotations and proposals. Safeguards the content of quotations and proposals toensure the integrity of the procurement process. Performs responsiveness and responsibility analysis of potential vendors. Evaluates responses and conducts negotiations to include pricing and purchasing terms. Prepares purchase actions for a wide variety of equipment, supplies, services. May purchase resale merchandise as directed.

Executes purchase orders and delivery orders in accordance with the incumbent's warranted procurement authority or prepares procurement actions in support of higher warranted purchasing agent/contracting officer.

Obtains legal, technical and other necessary reviews and approvals to complete the procurement actions.

Meets and communicates with vendors to obtain knowledge about the product or service, to investigate and resolve purchasing issues, and to modify orders.

Monitors contractor performance during the contract period and closes out purchase order/delivery order files. If appointed as a cardholder under the purchase card program must comply with applicable training and testing. Monitors participation in system wide contracts and joint contracts with sister services.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards.

Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

May include supervisor duties to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; completing performance reviews and signing timecards; training employees.

Must be alert to alcohol abuse, and take appropriate action.

Assists in developing and ensuring the implementation and control of an adequate, effective and appropriate training plan for all personnel.

Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required.
