Management and Program Analyst

About the Position: Serves as the Stakeholder Engagement representative and Strategic Planner for the Louisville District. As such, serves as a liaison with Federal and State Congressional staff; city, county, state, and other public officials; representatives of other Federal agencies; and officers of civic organizations. These contacts include the entire Louisville District program area, which spans multiple states and expansive geographic area.
Duties
- Assist with the development, management, and execution of District-wide strategic planning initiatives and the District's O-Plan.
- Coordinates closely with all functional elements to update and manage stakeholders across all programs.
- Represents the Command Team in achieving positive and productive intergovernmental and interagency coordination between the Louisville District and federal, state, and local community governments, as well as HQ USACE.
- Leads efforts to successfully identify and coordinate resources such as funding, materials, accommodations, scheduling etc. that are required to execute semi-annual visits with Congressional Members either in person or through correspondence.
- Maintains all relevant district files and records on matters pertaining to congressional engagements.
- Manages the district stakeholder engagement matrix and program.
- Responsible for providing program and policy guidance, oversight, assistance, and coordination of stakeholder engagement throughout the district in coordination with the Executive Officer.
- Assists in efforts to develop corporate level strategies, business plans, and organizational goals and maximizes opportunities to posture the district for successful accomplishment of current and future mission requirements.
- Ensures integration and synchronization of District plans and goals with regional initiatives, representing the district on regional forums as necessary. Analyzes the effectiveness of business processes and systems.
- Analyzes public relations and community relations needs and ensures the district's communications adequately and accurately convey the strategic goals and critical project/program priorities of the district.
