Job Description

BAE Systems is seeking an exceptional Lead Cyber Engineer for an exciting opportunity to support the United States Space Force's (USSF) Satellite Control Network (SCN) as the Lead Sustainment Manager for the Data Transport Product Support Sustainment Logistics Maintenance (DSLM) contract located in Colorado Springs, CO. The objective of the DSLM contract is to sustain and modernize the Data Transmit (Tx) and Receive (Rx) Network (DTRN) as part of the Battle Management Command, Control and Communications (BMC3) organization within Space Systems Command (SSC). The DSLM effort provides sustaining, maintaining, and logistics support for the operational capability to transfer data for the purpose of providing highly reliable and secure telemetry, tracking, command, control, and communications (TT&C3) for more than 195 Department of Defense (DoD), National Reconnaissance Office (NRO), civil, and allied satellites, as well as the future sustainment, maintenance, and logistics of other DTRN programs at the appropriate phase.

DSLM primarily supports the SCN. The SCN is a global network of Radio Frequency (RF) antennas, complex signal processing and routing communications equipment and computer systems that support a growing inventory of increasingly complex space vehicles which support operational forces in peace and wartime. It is designed to have the flexibility to support a wide spectrum of orbiting satellites. Many satellites with various altitudes and orbit inclinations are supported on a 24-hours per day, 7-days a week schedule.

In the execution of this task order, the Cyber Lead needs to demonstrate sound teamwork practices with the Government as well as with other Contractors as required. The Cyber Lead will report to the IT/Cyber Support Manager. The position will coordinate with the Software Maintenance Actions (SWMA) Team and with the program office Cyber Architecture Team on the Cybersecurity Roadmap project to identify non-compliant cyber controls. The Cyber Lead will provide recommendations on corrective actions prior to fielding the system into the operational environment. It is expected, the Cyber Lead will present recommendations and new ideas on strategies directed towards performance sustainment and enhancement, possible efficiencies, opportunities for streamlining and threat mitigation to ensure the SCN stays relevant.

Although the Lead Cyber Engineer will have overall responsibility for DSLM Cyber activities, this position will focus on Cybersecurity Risk Management Framework responsibilities. This includes having knowledge and expertise with the following:

  • Maintaining Cybersecurity RMF compliant artifacts for network systems and software that cover the highest Confidentiality, Integrity, and Availability (CIA) watermark for authorized systems IAW DoDI RMF for DoD IT.
  • Following the latest versions of NIST SP and NIST SP 800-37, or as directed, to perform activities. For risk assessments, use the current version of NIST SP to identify, estimate, and prioritize risks within the SCN environment.
  • Employ Systems Security Engineering (SSE) IAW NIST SP series to design, develop and implement secure applications and configurations. Apply all applicable DoD Security Technical Implementation Guides (STIG), checklists, vendor security guidance, industry best practices and applicable vendor product security patches.
  • Use the current eMASS-approved template IAW SCN internal procedures and to ensure a successful upload into the eMASS repository.
  • Provide the P-ISSM with updates on all authorized system POA&Ms
  • IAW Chairman of the Joint Chiefs of Staff Instruction (CJCSI F, DoDI , and DoDI , ensure Ports, Protocols, and Services Management (PPSM) is followed and implemented on any planned, newly developed, acquired, and existing capabilities on the SCN network.
  • Use automated tools, where possible, to identify and remediate identified vulnerabilities and weaknesses within the application design or coding prior to fielding that could be exploited.

Strong leadership, management, organizational, collaboration, and technical skills are required. This position will work in a high-visibility mission-critical function and will oversee the efforts of less senior personnel responsible for Cyber efforts. Given the lean workforce, a person with NLT 10 years of experience is needed to provide the proper level of experience to manage efforts and ensure personnel are trained and properly executing the mission.
