Main Purpose of Job

This position will help the Director and Manager of Accounting Operations in directing, planning, scheduling, and administering the operations of the General Accounting Unit of the Division of Accounting Operations, Office of Budget and Finance. This position makes full use of the Financial Management Information System (FMIS). This position also ensures that the Department of Human Services keeps up-to-date and correct financial records. In addition to overseeing the preparation of monthly 302 assistance reports, this role also prepares various monitoring schedules and reports, some of which are sent to the Local Departments of Social Services (LDSS). Quarterly reviews of specific LDSS bank reconciliations are conducted, along with accounting and collections of accounts receivable, calendar year-end 1099 reporting, and the collection and accounting of Corporate Purchasing Cards (CPCs). Year-end closing activities are also managed by this position. Accounts Payable transmittals are reviewed and approved. Conducts Montgomery County HHS reconciliations of expenditures and advances, and other special projects are assigned.\r

POSITION DUTIES

\r
Makes use of extensive understanding of accounting theory, concepts, and practices to keep an eye on how the Department's expenses, accomplishments, and burdens are being recorded. In addition to viewing and printing financial and purchasing reports, this role makes use of knowledge of the Financial Management Information System (FMIS), which is made up of R*STARS, ADPICS, and VIEWDIRECT, to inform and support the Office of Budget and Finance's fiscal staff, accountants, and administrators. The 24 local social service departments' finance officers and program staff are also given support.\r
Verifies disbursements made by the Accounts Payable Unit using the FMIS transmission system. This position involves reviewing system-generated data from invoices and/or expense accounts to ensure accuracy and completeness. Manages Accounts Receivable activities, including identifying receivables, collections, and CCU activities.\r
Directly supervises and coordinates the activities of General Accounting Unit staff. This includes recruiting, daily assignment monitoring, and regular employee performance evaluations.�This job provides training, guidance, and direction. Cross-training within the General Accounting Unit is required. This position also instructs staff on how to use Relational Statewide Accounting and the Reporting System (R*STARS).\r
Manages and executes tasks for the year-end close; responsibilities include accruals, journal entries, GAAP schedules, assigned reconciliations and assisting the LDSS fiscal teams with year-end closing tasks.\r

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing. \r
Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. \r

1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education. \r
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. \r
3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. \r
4. Applicants may substitute one year of professional auditing experience for one year of accounting experience. \r
5.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer�classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.\r
