Job Duties

The Administrative Services Division is seeking a Program Analyst with knowledge of business administrative practices to provide administrative support in the areas of the Agency's SWaM (Small, Women, and Minority Business) Program. The selected candidate's duties include a variety of tasks assisting with all aspects of the SWaM program, including but not limited to:

  • Daily monitoring of assigned email inboxes to process incoming SWaM outreach emails

  • Waiver requests, field support requests; and monitoring SWAM compliance

  • Research, collect and analyze data to improve policies and procedures to meet mandates and achieve program goals

  • Maintain SWaM SharePoint site

  • Document and provide administrative support at meetings with the SWaM Oversight Team to ensure adherence to the SWaM
  • Governance Processes, Performance and Quality Process and Infrastructure Management.

  • Support continual SWaM performance improvement within the Agency

  • Identify and drive strategic and continuous improvement efforts

  • Implement improvement initiatives

  • Support the department wide strategic objectives supported by Procurement

Minimum Qualifications

  • Skilled in the use of computers, software applications including Microsoft Office Suite, specifically Excel and reporting tools, such as PowerBI

  • Skilled in problem-solving and decision making

  • Experience in preparing reports to include ability to research, compile, and organize statistical data into reports, conducting analyses and presenting projections

  • Skilled in providing excellent customer service to internal and external customers and demonstrated ability to communicate effectively both orally and in writing

  • Ability to develop, implement, and evaluate data tables. Ability to plan prioritize and manage multiple projects

  • Ability to train and direct others

  • Knowledge of applicable Federal and State regulations, policies, and practices

Additional Considerations

  • Demonstrated work experience in data report analysis, troubleshooting and general business management practices

  • Knowledge and experience in the use of the Commonwealth of Virginia's Cardinal System

  • Knowledge of Project Management principles practices and tools

  • A combination of training, experience, or education in Business Administration, Business Analysis, or related field desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
