The primary purpose of this position is to serve as an attorney-advisor in the Office of the Deputy General Counsel (Installations, Energy & Environment) (SAF/GCN) that is responsible for providing legal services pertaining to installations, energy, and environmental matters in support of the Air Force mission and operations worldwide.

Duties

Major Duties:


Employee at this level is an expert within their functional area; heads of branches or divisions; or key program administrators.

Conducts or directs activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling

program objectives. Results are authoritative and impact programs or the well-being of substantial numbers of people.

Duty 1:

At an expert level, analyzes, evaluates, and provides professional advice and counsel regarding the acquisition, management, use, disposal, and conversion of real and personal property including, but not limited to: enhanced use leases, housing and utility privatization, BRAC property management and disposal, encroachment, condemnations, strategic basing, community partnerships, renewable and energy assurance projects, and legislative jurisdiction and proposals for the active duty Air Force, Air Force Reserve, and Air National Guard.


Duty 2:
Provides written or oral advice, counsel, opinions, and decisions to the Air Force General Counsel (SAF/GC), the Assistant Secretary Installations, Environment and Energy (SAF/IE), the Deputy Assistant Secretary of the Air Force (Installations) (SAF/IEI), the Deputy Assistant Secretary of the Air Force (Environment, Safety and Infrastructure) (SAF/IEE), the Deputy General Counsels of the Air Force, Director of the Air Force Civil Engineer Center (AFCEC/CL), Director, Installations


Directorate (AFCEC/CI); and other members of the Office of the Secretary of the Air Force, the Air Staff, AFCEC Division Chiefs and Project Managers, as well as other Air Force elements in connection with all aspects of Air Force real property, real property legislation, housing privatization, utilities privatization, energy, BRAC and environmental matters.


Duty 3:

Provides professional advice and assistance to implement various legal authorities involved in the extremely complex area of real property law transactions, including base conversion and privatization processes, which present extremely complex and difficult legal questions and factual issues in analyzing, interpreting, and applying Federal and State laws, regulations, policy directives, contracts, and other legal instruments.


Duty 4:

Reviews and drafts AFCEC and Air Force correspondence, policies, contractual and transaction documents, and other communications for legal sufficiency, clarity, and writing errors.
