Under the general supervision of the Pretreatment Manager this individual :Takes a lead role in administering the county's state-mandated pretreatment program by accomplishing tasks to protect the publicly owned treatment works (POTW) from interferences and pass-through of pollutants that may adversely affect the public, worker health and safety, and the environment.Enterprisingly conducts highly-skilled environmental monitoring, investigations, business inspections, permitting, compliance assistance, and enforcement activities in the industrial waste pretreatment program and other programs, as needed, including reclaimed water management, ecological monitoring, hauled septage, fats, oils and grease (FOG) control, and pollution prevention/waste minimization.Assists the Pretreatment Manager in the development and implementation of goals, policies, and procedures to be applied within these programs. Monitors wastewater and surface waters using multi-parameter field meters and collects and relinquishes samples for conventional and toxic pollutant analysis.Prepares reports and correspondence summarizing monitoring and inspection findings, and recommends corrective actions as needed.Prepares and enforces permits and discharge authorizations, as specified by county code, state and federal regulations, and program policies.Assesses compliance of POTW users with Chapter 67.1 (Sanitary Sewers and Sewage Disposal) of the county code and other applicable regulations and binding agreements.Establishes and maintains liaison with stakeholders to effectively accomplish program goals and objectives.This position is designated as an "essential emergency services personnel" position, which is required to assist the pretreatment program as needed to support emergency response (i.e., subject to 24-hour on-call and must be able to work emergency overtime), and all activities are to be performed in compliance with established safety requirements.

This position works in the DPWES Wastewater Planning & Monitoring Division, located at 9399 Richmond Hwy. Lorton, Va.

Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited four year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus two years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.
CERTIFICATES AND LICENSES REQUIRED:
A valid motor vehicle driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
The preferred candidate will possess 3 years plus experience in each of the following:Extensive skills in monitoring and inspections as applied to industrial and environmental assessments,Ability to interpret and summarize legal descriptions, engineering plans, maps, field data, and analytical data,Considerable knowledge of county, state and federal laws, codes, and regulations related to the program areas of involvement, particularly Chapter 67.1 of the county code, and ability to cite in preparing permits and authorizations.Ability to prioritize tasks to accomplish assignments in a fast-paced setting,Ability to effectively prepare, present and defend investigation reports to achieve results,Ability to maintain effective working relationships and work in a team environment with fellow employees, colleagues from other governmental entities, the regulated community, and members of the public, andProficient in the use of Microsoft Office and database computer software.
PHYSICAL REQUIREMENTS:
Ability to stoop, bend and reach. Ability to work in hot and cold temperatures. Work requires performing tasks in adverse weather conditions. Field work requires the ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level; ability to operate keyboard driven equipment. Occasionally lift/carry, in cooperation with another employee, equipment weighing up to 60 lbs.; occasionally work in environments with exposure to adverse weather, air borne substances, and loud noise. All duties performed with or without reasonable accommodations.
