Responsible for activities pertaining to contract formation affecting the award of contracts, including review of Invitations for bid, Requests for Proposal, and source selection documents.
Participate in the development and execution of acquisition planning, drafting of non-standard contract provisions, resolution of contract funding, authorization issues, mistakes in bid, responsiveness and responsibility determinations.
Responsible for activities pertaining to contract performance and administration.Represent the District in agency bid protests, and at the Governmental Accountability Office with full responsibility for drafting the agency position and presenting the Government's case.
Review, analyze, and provide legal advice during contract performance on questions involving contract interpretation, negotiation, and modification which require extensive research, analysis, and obtaining expert testimony or information.
Responsible for post contract performance activities, including advice on contract closeout and latent defects.Act as trial attorney on contract litigation before the Armed Services Board of Contract Appeals, and other tribunals.
Advise on fiscal law issues such as alleged Anti-deficiency Act violations, project funding issues, and District purchase/expenditure issues.
