General Description

The Utility Divisions Director is a professional position that includes management of the Water Production, Distribution and Collection, Lift Stations, Water Reclamation, and Inventory Control Divisions (i.e., the "Utility Divisions") of the Public Works and Utilities Department for the City of Casselberry. This position is responsible for the management and direct oversight of the infrastructure, operation, maintenance and repair of the City's entire water, wastewater, and reclaimed utility system. The Utility Divisions Director is responsible for the direct supervision and evaluation of the performance of direct and subordinate staff. The Utility Divisions Director accomplishes work with the freedom to establish, implement and oversee policies within the various utility divisions.

Examples of Essential Functions

Provides direct oversight of the assigned divisions within the Public Works & Utilities Department. (80%)

Develops and implements policies, procedures, programs and actions that are consistent with direction of the Public Works & Utilities Department, City Ordinances and various regulatory agencies including St. Johns River Water Management District, Florida Department of Environmental Protection, and the Environmental Protection Agency.Ensures utility continues to meet current and upcoming regulations.Oversees utility master planning process.Prepares and presents cover memos, resolutions, utility related Code of Ordinance updates, and budget amendments for City Commission approval.Provides feedback on utility related planning and development components including determining availability of water and wastewater.Reviews plats, site development submittals, and engineering permits to ensure utility components are meeting the City's Utility Standards and Specifications Manual.Acts as primary project manager for large scale infrastructure development and design of Utility-wide projects; oversees the respective contractors, vendors, and/or internal staff in the completion of construction and/or repair.Establishes the technical direction for completion of projects and operation of the Water Production, Distribution & Collection, Lift Stations, and Water Reclamation Divisions.Develops annual capital improvement, renewal/replacement, and operation/maintenances budget for the respective utility divisions. Requests position changes and reorganization of the utility divisions when needed to better serve the growing needs of the water and wastewater utility.Develops the five (5) year Capital Improvement Programs for assigned divisions, which includes equipment, vehicles, and project initiatives.Performs miscellaneous finance related tasks including requesting purchase orders, approving invoices, budget tracking, and reviewing purchase card statements.Coordinates with Procurement Division to obtain operating and maintenance contracts for materials and services needed for the Utility Division.Prepares scopes for utility related requests for quotes, statement of qualifications, and requests for proposals.Participates on committees for the selection of consultants, vendors, and contractors for utility related engineering and construction service contracts. Edits, updates, and implements necessary emergency response plan procedures.Develops and monitors performance measures for all division activities; prepares division(s) performance reports.Attends and participates in the various applicable City and Statewide boards/committees, as required.Maintains effective public relations with the public including responding to customer related issues when needed.Coordinates utility emergency related efforts including ensuring precautionary boil water notices and sanitary sewer overflows are reported and handled appropriately.Collaborates with GIS Coordinator on utility asset management system and GIS updates.Oversees impact fee development and issuance.
Supervisory Responsibilities (15%)
Directly manages the water and wastewater utility staff including the Water Production, Water Reclamation, Distribution & Collection, and Lift Station Divisions.Supports and exemplifies the City's identified core values, supports the mission and assists the City to attain its vision and goals through the efficient operation of assigned employees and/or departments.Carries out management responsibilities in accordance with the organization's policies, procedures and applicable laws, including employment laws.Collaborates with HR in accomplishing employee selection, training and performance management functions.Collaborates with HR to address complaints and assist in resolving employee relation issues and holds employees accountable for their performance/behaviors as necessary.Plans, assigns and directs work of directly supervised staff.Performs employee evaluations using evaluation forms instituted by the City of Casselberry.Oversees and ensures that the required Department/Division orientation and training and applicable on-the-job training is completed.
Additional Duties and Responsibilities (5%)
  1. Develops, forecasts, and implements the fiscal budget process of assigned division(s) for upcoming year(s). Monitors budget, investigates variances, and reports on findings.
  2. Attends or designates personnel to attend conferences and meetings to keep abreast of current trends in the field; represent the Public Works and Utilities Department in a variety of local, county, state and other meetings.
  3. Acts as Public Works & Utilities Director in their absence, as assigned.
  4. Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and department policies.
  5. Follows safe working practices and has a working knowledge of safety practices and procedures.
  6. Adheres to laws, regulations and policies of the City and of the assigned department. Follows instructions provided by City Manager or their designee.
  7. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
  8. Participates in department meetings, staff meetings and other related activities.

Emergency Management Role
Participates as a member of the City staff as required to take action in the event of an emergency.Acts in the assigned role of the Utilities Branch Director to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Public Works and Utilities Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City's fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works and Utilities Department may be responsible for the maintaining and/or rapidly restoring the operability of the City's water and sewer systems.

Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  1. Education and Training: A Bachelors' Degree (B.S.) in Civil Engineering, Environmental Engineering, or related field is required. A Masters' Degree (M.S.) in one of these areas is preferred. A comparable combination of education and experience may be considered.
  2. Experience: A minimum of eight (8) years' experience in utilities, water, wastewater infrastructure, operations and preventative maintenance or related field, including a minimum of two (2) years' supervisory experience is required.
  3. Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license. Must be registered as a licensed Professional Engineer (P.E.) in the State of Florida. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
  4. Security Clearance: Florida Department of Law Enforcement background clearance.
  5. Knowledge, Skills and Abilities:
  • Knowledge (advanced level) of local, state and federal regulations affecting work.
  • Knowledge (advanced level) of departmental rules, policies and procedures.
  • Knowledge (advanced level) of the principles, standards, methods, and practices of the operation of utility, water supply and wastewater systems.
  • Knowledge of safety procedures for assigned divisions.
  • Knowledge of planning, developing and analyzing utility, water/wastewater technical data and programs.
  • Knowledge of utility rehabilitation and installation practices including horizontal directional drilling and pipe bursting.
  • Ability to read and analyze engineering plans specifically related to the installation and replacement of water, wastewater, and reclaimed water infrastructure.
  • Knowledge (intermediate to advanced level) of CentralSquare/NaviLine or similar utilities and work management software.
  • Knowledge (intermediate to advanced level) of ArcMap or Geographic Information System (GIS) software or similar software.
  • Knowledge of business management practices.
  • Knowledge of basic supervisory practices and procedures.
  • Skill in effectively dealing with the public and other agencies in a courteous, tactful, and impartial manner.
  • Ability to conduct interviews of prospective employees.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability to operate a motor vehicle.
  • Ability to communicate technical information to nontechnical personnel.
  • Ability (basic to intermediate level) to utilize Microsoft Office Suite, e.g. Outlook, Word, and Excel.

A. Work Environment: This position performs the duties primarily in an office setting, however, may be required to occasionally work in a field setting. The noise level in the work environment is loud when in the field. Occasionally, this position is exposed to various weather conditions, works near moving mechanical parts, near fumes or airborne particles, noise extremes, works in or with moving objects/vehicles, and excessive or poor lighting.
B. Physical Demands: The primary functions require frequent periods of time sitting at a computer, standing, walking, driving, using hands to handle or feel, and reaching with hands and arms. Occasionally, this position will be required to bed, climb or balance or stoop, kneel, crouch or crawl. In addition, this position may be required to occasionally lift and carry up to twenty-five (25) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
C. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: City vehicle, desk phone, cell phone, computer, tablet and peripheral equipment.
D. Employee Infection/Exposure Risk Classification: Category III: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM). Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way. Tasks that involve handling of implements or utensils, use of public or shared bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
