GENERAL DESCRIPTION:
The Senior Procurement Coordinator is responsible for overseeing a team of procurement analysts, ensuring the efficient execution of procurement strategies, and driving optimal cost savings while maintaining high-quality standards. This role requires exceptional analytical abilities, collaborative leadership skills, and a deep understanding of procurement processes and industry best practices. The Senior Procurement Coordinator performs complex procurement analysis, oversight, delivery, and process improvement solutions to support Toho Water Authority. This is accomplished by developing and overseeing solicitation packages, contracts planning, and forecasting for procuring materials and services, analyzing proposals and determining contract strategies, soliciting and scheduling funding and authorizations, evaluating bid and proposals for technical compliance, developing and monitoring project management timelines, and coordinating contract specifications. This position is responsible for handling the most complex procurements, problem solving and mediating of challenging or unexpected problems involving multiple stakeholders and departments.

Essential Functions
  1. Leads and supervises a team of procurement coordinators, providing guidance, support, and mentorship to ensure high performance and professional development.
  2. Develops and implements effective procurement strategies and processes, optimizing cost savings, supplier management, and contract negotiation. Recommends, develops, and implements improved process methods and procedures.
  3. Monitors and analyzes procurement data, trends, and metrics to identify opportunities for process improvement and cost reduction.
  4. Collaborate with cross-functional teams, including finance, operations, and legal, to align procurement strategies with overall organizational goals.
  5. Provides high level of service to internal and external customers while effectively resolving inquiries and challenges.
  6. Evaluate and select suppliers based on predefined criteria, negotiate contracts, and manage supplier relationships to ensure the highest quality and value for the organization.
  7. Conduct market research and stay updated on industry trends, emerging technologies, and best practices to drive innovation and continuous improvement in procurement processes.
  8. Establish and maintain strong relationships with key stakeholders, both internal and external, to understand their needs, provide strategic advice, and influence decision-making processes.
  9. Ensure compliance with procurement regulations, standards, and requirements.
  10. Prepares and presents reports, performance metrics, and analysis to stakeholders, highlighting achievements, challenges, and recommendations.
  11. Manages multiple projects, facilitates award of contracts, ensures vendor insurance compliance and verification of contractor licenses.
  12. Collaborates with departments to establish goals and timelines for projects, pre-qualification and proposal evaluations,
  13. Solicits procurements by evaluating bids, preparing documents, determining procurement strategy for projects including proposals and professional services, conducting solicitations, managing solicitation process, determining sufficient project scope, conducing pre-proposal meetings, public bid openings, and pre-construction conferences, conducting contract negotiations and oral presentations, preparing correspondence, and administering bid protests, processes materials/supplies as needed.
  14. Develops scope of work for RFP's, participates in the evaluation and selection of vendors and contractors, and proactively monitors contract budgets. Determines financial methods, procedures to support departmental services and programs; completes cost-benefit analyses and reviews and prepares financial and statistical reports
  15. Supervises and trains staff; plans, assigns, and directs employees' work.
  16. All other duties as assigned.
Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:

Senior Procurement Coordinator:

  1. Bachelor's degree in Business Administration, Finance, or related field.
  2. Minimum of five years' experience working in public sector procurement or contract administration.
  3. Proven experience in procurement analysis, contract negotiation, and supplier management.
  4. Three years of supervisory experience or experience in leading project teams.
  5. Experience using financial software applications for contracts/purchase orders and an e-procurement platform such as OpenGov/Bonfire/Bidnet, SAP, and Oracle.
  6. Must possess a professional purchasing related certification such as Certified Professional Public Buyer (CPPB) Certified Professional Public Officer (CPPO); Certified Procurement Professional (CPP) or Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (C.P.M)
  7. Must possess and maintain a valid state of Florida Class E Driver's License.
DESIRABLE QUALIFICATIONS:
  • Strong communication and interpersonal skills, with the ability to effectively and positively collaborate with internal and external stakeholders at all levels.
  • Experience in Florida Public sector procurement is preferred.
  • Ability to collaboratively implement process improvements, policies, and procurement manual updates with cross-functional departments.
  • Experience implementing and using an e-procurement platform.
  • Extensive knowledge of procurement processes, strategic sourcing, and supplier relationship management.
  • P-Card program administration and implementation, and Certified Procurement Card Professional (CPCP) highly desirable.
  • Experience in developing and presenting training to procurement and organization staff.
Procurement Coordinator II
1. A minimum of 2-year college degree with a focus on Business Administration, Public Administration, Supply Chain Management or related field.
2. Five years of experience working in public sector procurement or contract administration.
3. Experience using financial software applications for contracts/purchase orders and an e-procurement platform (OpenGov/Bonfire/BidNet Etc.)
4. Must possess a professional purchasing related certification such as Certified Professional Public Buyer (CPPB) or Certified Procurement Professional (CPP) or Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (C.P.M) .
5. Must possess and maintain a valid State of Florida Class E Driver's License.

Procurement Coordinator I
1. A minimum of a high school diploma or GED issued from an approved GED Administrator.
2. Experience in procurement analysis, contract negotiation, and supplier management.
3. Minimum of three years of relevant experience.
4. Must possess and maintain a valid State of Florida Class E Driver's License.
