Statistics of Income (SOI)

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

As a Senior Manager you will:

  • Oversee the formulation and execution of all studies relating to individual income tax returns and sole proprietorships, tax-exempt returns and tax-exempt bonds, and estate tax returns.
  • Keep abreast of and advise subordinates on appropriate statistical techniques and methodologies to carry out complex statistical studies, to include computer processing, systems analysis, statistical software packages and user-oriented programming languages as they relate to SOI in order to effect efficient statistical computing of information.
  • Ensure incorporation and application of taxation provisions from the Internal Revenue Code affecting program content, program development, and program results into Branch scope, as well as ensure incorporation and application of taxpayer confidentiality provisions contained within the Internal Revenue Code affecting release of statistical products to SOI customers.
  • Supervise resource allocations to accomplish the Branch mission. Apply effective management techniques, methods, and principles to ensure optimum utilization of personnel, equipment, and space to accomplish program objectives through combined technical and administrative oversight
  • Maintain accordance to Division's mission, functions, objectives, operations, programs, multi-year operating budgets, organizational structure, policies, practices, and procedures to achieve efficiency and effectiveness in the successful completion of projects under the incumbent's span of control.
  • Maintain communication and good working relations between the IRS, SOI, the Office of Tax Analysis in the Department of Treasury, the Congressional Joint Committee on Taxation, Census Bureau, Bureau of Economic Analysis, Federal Reserve Board, the general public, and others
