Performs highly advanced (senior-level) computer systems analysis work.

Work involves overseeing the planning and analysis of system requirements, procedures, and problems to automate processing or to improve existing systems and implementing designs using Saleforce.

Acts as Technical Lead and/or may supervise the work of others.
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment

Essential Job Functions:
Oversees and/or plans, designs, develops, implements, supports, and maintains the information technology security measures to safeguard departmental information.

Provides technical direction and leadership of systems analysis work in plan, design, development, deployment and maintenance of one or more applications.

Oversees and creates technical and architectural direction for one or more applications and ensures the efficiency, security, and support of the organization's technology and business goals.

Designs and implements new or revised methods to effectively meet agency technological business needs and provides guidance and leadership in business architecture and systems processing.

Oversees and/or conducts studies and prepares reports that include study findings, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems; and devises and implements optimum solutions.

Leads systems design efforts, defines end-to-end architectures, and manages research studies to analyze and develop business solutions to system issues, system recommendations and plan implementations.

Oversees and evaluates current and future solutions, applications and technologies, establishes requirements and planning objectives, and facilitates the translation of customer business requirements into effective technical infrastructure solutions.

Oversees projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.

Plans and develops software engineering best practices for use by development teams.

Provides documentation such as technical design specification, engineering best practices in accordance with agency Software Development Lifecycle (SDLC) and Project Management Lifecycle (PMLC) guidelines.

Oversees and/or trains staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process.

Oversees and provides training to new and existing technical staff and users on custom applications and computer systems.
Plans, organizes and participates in training to improve employees' knowledge and skills for future organizational growth.

Coordinates and/or participates in the development and execution of enterprise-level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps.

Leads and collaborates with cross-functional teams and business areas in the development and execution of enterprise level strategies and technical direction for one or more applications.

Creates business architecture models to reflect the organization's strategies and goals and creates and implements business visions and goals.
Analyzes systems and procedures, writes and revises standards, procedures and requirements.
Creates methods for compliance architecture, such as data storage, metadata management, and change control.
Coordinates with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems.
Oversees and collaborates with product management teams in interpretation of business requirements into technical requirements and technical specifications.
Analyzes user requirements, procedures, and problems to automate processing or to improve existing systems.
Coordinates and/or tests and diagnoses systems to ensure critical requirements are met.
Oversees and leads code reviews, unit testing, integration testing, continuous integration and continuous deployment practices.
Oversees the development, analysis, and revision of design procedures, program codes, test procedures, and quality standards.

Oversees and provides escalated Tier-3 support to other technical services groups to troubleshoot and research issues relating to system performance.

Develops and implements strategic planning actions and policy decisions related to the agency s systems, and makes recommendations concerning the direction of the agency s computer and management information systems.

Oversees and conducts troubleshooting of system issues, identifies system enhancement opportunities and works with the cross-functional teams to resolve issues.

Provides analysis and consultation to agency leadership on key technology issues affecting the agency and researches emerging trends, ideas and evaluates new technologies for implementation.

Plans and schedules studies and system implementations.
Oversees the development of proposed system implementations, logical descriptions of problems, and implements solutions.
Plans, creates and executes queries and reports, maintains user roles, security and profiles.
Plans and evaluates internal functions, business development strategies, and technical processes.
Coordinates and performs system updates through Windows Server Update Services or similar system.
Assists in the development of agency computer operations and management information system plans and budgets.

Provides input and assists with cost estimations of existing and proposed budget requests to verify business requirements are taken into account within budget and program constraints.

Makes recommendations for cost reductions in technology and business strategies and makes presentations to leadership.

Provides input and consultation related to area of expertise to assist with analyzing legislation, determining division and agency impact and developing fiscal notes.

May write and update computer and mainframe application programs.
Develops scalable and high-available code by following design principles and software engineering best practices.
Develops and revises program code and schedules, tests, installs and implements system programs.
May occasionally manage multiple projects.

Develops and implements activities associated with the support and maintenance of program and project functions, including project work estimation, participating in project planning and conducting and participating in regular project meetings.

May supervise the work of others.

Oversees the work, planning, and performance of assigned staff and provides technical leadership through assigning and monitoring work, coaching and mentorship.
