As a Facilities Maintenance Contract Coordinator I, you will enhance your knowledge, experience, and training that may lead to becoming a full performance Facilities Maintenance Contract Coordinator, while performing a wide range of contract quality control, pre-award and post award functions.

This is a developmental level position and may lead to the next level of the Facilities Maintenance Contract Coordinator (FMCC) career ladder.


After 12 months of successful performance and demonstrable ability to perform quality control inspections, assist current FMCCs in contract monitoring, review and edit COTR Letters, Statements of Work and Evaluation Criteria, and completing three classes toward the Contract Management Certificate, a one grade increase is awarded non-competitively and the incumbent moves to the Facilities Maintenance Contract Coordinator II (SFMCC18) job profile.


After a total of 24 months of successful performance, and upon demonstrating the abilities listed in that Job Profile (Facilities Maintenance Contract Coordinator II), the full performance level of work Facilities Maintenance Contract Coordinator (SFMCC19) is intended.


Serves in the Maintenance Engineering Division of the Engineering and Maintenance Department at either Ronald Reagan Washington National Airport or Washington Dulles International Airport, or in the Operations and Technology Division at the Dulles Toll Road.


Performs progressively complex and responsible Facilities Maintenance Contract Coordinator functions, under direct supervision, to develop the knowledge, skills and abilities necessary to perform a wide range of Contracting functions, from pre-award to post-award.

Assists in reviewing plans, solicitations, evaluating, and managing contracts. Performs related functions.

GENERAL RESPONSIBILITIES
Participates in contract reviews and contractor meetings.

Assists in the review of contract documents.

Assists in the editing of contract documents such as statements of work, price schedules and attachments.

Conducts contract quality control inspections.

Assists in preparing Standard Operating Procedures for the Division

Assists FMCCs in monitoring and escorting contractors.


Conducts market research under the direction of the Service Contracts Manager to identify potential price increases that may affect upcoming solicitations.

Assists in the preparation of pre-bid and contract kick-off meetings.

Assists in project coordination with tenants.

Assists in performing contract administration.

Keeps abreast of the organization's strategic priorities.

Participates in mandatory and voluntary formal training.

Performs other duties as assigned.

QUALIFICATIONS


Two years of progressively responsible experience in facility maintenance or administration and/or service contracting for a full array of trades, crafts, facility administration or maintenance services.

General knowledge of contracting, procurement, accounting and business processes and practices.

Knowledge of and the ability to learn to apply contracting principles, policies, and procedure.

Ability to learn to develop, track and manage budgets for contracts.

Ability to inspect facility contract maintenance work for compliance.

Ability to perform detailed analyses on data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software, with emphasis on financial and maintenance management systems/software.

PREFERRED
QUALIFICATIONS
Project management, facility maintenance or administration experience.

EDUCATION
A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED
A state driver's license in good standing.

NECESSARY SPECIAL FACTORS
Operate vehicle airside (requires AOA permit) and landside.

May be required to work overtime or night hours.

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.

May work outdoors, near aircraft, or construction sites when evaluating contractors' work. Exercises care and uses personal protective equipment as appropriate.

A background security investigation will be required for all new hires.
