The Equitable Growth, Finance, and Institutions (EFI) Practice Group provides support to low- and middle-income countries to build the economic and institutional foundations for inclusive and sustainable growth and, thereby, make progress towards achieving the World Bank Group's twin goals of reducing poverty and boosting shared prosperity The EFI Practice Group includes the WBG Global Practices of Finance Competitiveness and Innovation; Governance; Macroeconomics Trade and Investment; and Poverty and Equity.

More than half of the global population expresses distrust in government institutions.

The Governance Global Practice (GGP) helps developing countries build capable, efficient, open, inclusive, and accountable institutions that can support economic growth, reduce poverty, deliver needed services, and earn the confidence of citizens.

Regional Context


The Europe and Central Asia (ECA) region comprises 30 extremely diverse countries, with a population of nearly 500 million people.

Three of our clients are IDA only and another 2 are IDA-blend countries. The remaining 25 are IBRD- eligible.

Although 10 of our clients have joined the EU and 7 of these have graduated, most continue to remain active recipients of knowledge and/or lending services.

ECA has a substantial lending pipeline as well as a portfolio of Reimbursable Advisory Services (RAS), concentrated primarily in a few countries.

Knowledge is critical to the Bank's value proposition to client countries in the ECA region in both lending and advisory services.


A predominantly middle-income region, ECA's slow growth and persistently high unemployment have threatened to reverse the region's achievements in reducing poverty and increasing shared prosperity.

The region continues to struggle with multiple structural weaknesses, including high public debt burdens, tight fiscal space, low investment, and financial sector vulnerabilities.

The Russian invasion of Ukraine, geopolitical tensions, rise in prices and energy costs pose further challenges to the region's economic prospects.

In addition, the ECA region is highly vulnerable to climate change.

The region has a large potential to strengthen resilience to climate change and also to improve energy efficiency, thereby reducing its contribution to climate change.

Other important challenges affecting the region include poor governance, closed borders, diverse fragility risks related to regional tensions, frozen conflicts, and domestic instability in some geopolitically important countries.


In view of these challenges, the ECA regional strategy is based on three pillars: (i) Sustainable and Inclusive Growth; (ii) Human Capital; and (iii) Resilience.

Under the first pillar, the WBG supports reform programs and investments to improve government efficiency and service delivery, market creation, financial stability and connectivity for growth.

Under the second pillar of Human Capital, ECA supports programs for social inclusion, especially for unemployed youth and disadvantaged communities such as the Roma; meeting the challenge of protecting the most vulnerable, and responding to aging and health challenges.

The third pillar prioritizes climate action and building resilience to natural disasters, and facing the challenge of displaced populations.

The EECG2 Unit covers three country management units (CMUs) in

ECA:
Turkey, the Western Balkans and the EU countries.

The EECG2 portfolio includes lending instruments (PforR, IPF-DLI, IPF), Trust Funds (TFs), Advisory Services and Analytics (ASA), and Reimbursable Advisory Services (RAS).

The EECG2 team also collaborates with other GPs to enhance governance in sectors.

Duties and Accountabilities


The Senior Governance Specialist will be responsible for operational and intellectual leadership in ECA in the area of State own Enterprise (SOE) reform and programs.

She or he will have deep knowledge and expertise in SOEs, and regulatory governance and have experience working with MIC and High MIC countries, including in ECA.

The Senior Governance Specialist will be expected to:

  • Provide technical leadership on all aspects of SOEs including the legal and regulatory framework, the State ownership function, fiscal risk management, the Corporate Governance of SOEs, the performance management, SOE restructuring programs, financial and non-financial reporting and disclosure of SOEs, SOE leadership programs (in collaboration with IFC).
  • Lead research and Analytic and Advisory Services (ASA) work on SOEs in ECA , including potential TFs and RAS engagements.
  • Lead High level policy dialogue on SOEs and the preparation and delivery of operations on SOE reforms, including with sectors and through PfRs
  • Lead the preparation and delivery of technical support programs and Trust Funds supporting SOE reforms in close cooperation with country GOV focal points and colleagues.
  • Support the design and roll out of the SOE academy in collaboration with colleagues
  • PCE: Lead the work on SOE reform and Regulatory governance and simplification to foster private capital enabling and mobilization.

Sustainability:
support the mainstreaming of climate and sustainability considerations into the SOE domain , including but not limited to: ownership function, oversight and monitoring, corporate strategies, reporting and disclosure, in cooperation with the CFRR

  • Global SOE engagement : Contribute as needed to ECA GOV and GGP activities, including the EFI SOE working group, the SOE COP and GSG.

Collaboration :
ensure close collaboration within and across EFI as well as with FCI

Business development :
Cultivate strategic relationships with GOV and EFI task teams, with PLs, CMUs, client countries, and Development Partners. The latter involves supporting the Program Manager to liaise with donors and establish or maintain coordination and collaboration arrangements.

  • As requested by the Practice Manager for EECG2, undertake other activities, as appropriate.
Selection Criteria

  • Master's or Ph.
D. degree in Public Administration, Political Science, Economics, Finance or a related field with demonstrated ability.

  • At least 8 years of relevant experience in the area of SOE and regulatory governance
  • Track record in having developed operations in the area of SOE and regulatory governance
  • Substantive operational experience, including with PfRs
  • Track record of substantive analytical work and publications on SOEs and Regulatory governance
  • Multi-regional experience, including working with Middle Income Countries and sophisticated clients.

Strong integrative capacities:

i.e., the ability to situate public sector governance and institutional strengthening activities within a coherent strategic framework and economic development narrative.


  • Strong writing and communication skills in English, including the ability to speak persuasively and present ideas clearly and concisely.
  • Strong team player with the ability to work independently and effectively both remotely and face-to-face. Experience in quality control of the outputs of junior staff or consultants.
  • Ability to prioritize numerous demands and priorities, respond quickly to country and management requests, and set priorities for self and others.
