Under the direction of the Actuary Supervisor, the Actuarial Analyst performs the preliminary actuarial reviews of insurer rates for Property and Casualty lines of business to ensure compliance with California regulations. Duties include, but are not limited to: reviewing the completeness of Property and Casualty rate and class plan applications, reconciling data and evaluating any catastrophe, predictive and other model documentation within those applications, and participating in the preparation of special analyses or projects at the request of Rate Regulation management.

Occasional travel may be required within and/or outside the state of California via private or public transportation (e.g., automobile, airplane, etc.). Travel may include overnight stay.

This position has been advertised statewide and is pending budget approval. The incumbent may be headquartered out of Los Angeles, Alameda or Sacramento County.

Working Conditions
  • Eligible for telework in accordance with CDIs telework policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
  • Teleworking employees may be required to report to their headquartered office location, which may be a high-rise building;
  • Position may be headquartered in Los Angeles, Oakland or Sacramento.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Passed four professional actuarial examinations exams offered by the Casualty Actuarial Society (CAS);
  • Actively pursuing Fellowship designation from the Casualty Actuarial Society (FCAS);
  • Experience in developing or reviewing rates for P&C lines of insurance while possessing an FCAS
  • Proficiency in written, verbal and presentation skills;
  • Proficiency in Microsoft Office including Excel;
  • Knowledge or Understanding of how the insurance industry and the Department interact with each other and work jointly to ensure that California insurance rates are not excessive, inadequate, nor unfairly discriminatory;
  • Ability to collaborate with internal and external parties;
  • Knowledge of the California Insurance Code, California Code of Regulations and policies as they pertain to P&C insurance ratemaking under Proposition 103;
  • Understanding or experience working with both stochastic models and scoring catastrophe models for various perils, including, but not limited to, wildfire, fire following earthquake, earthquake, and flood;
  • Experience in developing, using or reviewing predictive models including, but not limited to, GLMs, GAMs, decision trees, ensemble methods, boosting and random forests, neural networks and other machine learning applications used in the development of P&C insurance rates and rating plans;
  • Experience with Access, R, SAS, VBA, SQL, Python, EMBLEM or any other programming language or software;
  • Attainment of Certified Specialist in Predictive Analytics (CSPA) designation from The CAS Institute;
  • Attainment of Certified Specialist in Catastrophe Risk (CSCR) or Certified Catastrophe Risk Management Professional (CCRMP) designation from The CAS Institute.
