As a Program Analyst, you will:


Serve as a Federal Human Resources Liaison, working closely with hiring managers facilitating personnel recruitments; development and submission of job descriptions; position descriptions, addendums, and classification; maintenance of local personnel files; and strategies, recommendations, and decisions.

Participate and holds meetings providing expert advice concerning the impact of planned program decisions and budgetary activities.

Level of knowledge must also be sufficient to analyze, coordinate, make independent decisions, and advise on programs goals, resource requirements, performance measurement, vulnerabilities as well as opportunities for program enhancement.

Provide support for Business and Contract Management (BCM) in the areas of the Federal Random Drug Testing Program, Federal Information Technology, Federal Personal Property Inventory.

Provides support with office space management.

Broad practical and working knowledge of the National Nuclear Security Administration mission and related budgetary process and methods of controlling funds.

Level of knowledge must be sufficient to factor internal and external requirements and constraints into analytical and problem- solving efforts.

Ability to interact effectively and collaborate with individuals and group representatives of all levels of Federal, state, and private sector organizations to ascertain their position on issues, to exchange information, and resolve problems to meet work-related goals and objectives.

Ability to communicate effectively in a variety of situations which requires sophisticated reasoning, identification of subtle or controversial issues; ability to determine appropriate courses of action quickly and articulate them clearly; and ability to negotiate solutions which will satisfactorily meet requirements.

Establish and implement new procedures for preparing documentation instruments to help streamline the approval process.

Determine resource levels required to accomplish program requirements and provide expert advice on the establishment or clarification of strategic objectives and milestones and supporting rationale for program performance measures and awards.

Develop and apply new and innovative evaluation criteria and quantitative and qualitative analytical techniques to the identification and solution of sensitive policy and program management issues or problems in support of the Executive Leadership Team, the staff, and Headquarters personnel.
