Summary

Functions as Deputy Supervisory Facility Operations Specialist and shares fully in the duties, responsibilities and authorities of the Supervisory Facility Operations Specialist in maintaining support for the Richmond VAMC and outlying Community Based Outpatient Clinics (CBOCs) within the Veterans Health Administration for all Engineering divisions such as Maintenance & Operations Division, Safety Management Division, Projects and Planning Division, and Biomedical and Space Management .

Duties

Exercises oversight, stewardship and program management responsibilities for the aforementioned activities and functions to enhance the facility operations by playing a key leadership role in managing and transforming operations throughout the facility, and aligning them nationally.


Has overall program management responsibilities for the planning and execution of the facility operations management of the second shift (for the remainder of this document) in a manner that integrates and aligns facility operations, equipment and services with the accomplishment of the facility's core mission-delivering health care and patient safety.

Manage the second shift of the Maintenance and Operations Section of the Engineering Service. The program manager is responsible for planning and revising organizational structure and coordinating the programs under the incumbent's control.

The Program Manager plans general workflow and methods for accomplishing the work, decides overall goals and sets standards for the level of acceptable work.

Determines the need for space, personnel and equipment necessary to accomplish the work of the Section.

The paramount requirement for this position is knowledge or experience in management and administration with the knowledge of trades, crafts and manual labor occupations.

Since this position is more managerial and administrative work of trades and crafts is accomplished through subordinate supervisors.

Is responsible for maintenance program planning, including evaluating the condition of all facility components (e.g., buildings, grounds, utility systems), determining total maintenance and improvement requirements, evaluating operation and maintenance capability in terms of manpower and materials, and planning project priorities to provide optimum service to occupant organizations; financial planning and control including determining and forecasting funding requirements for facility operation and maintenance, and assisting in facility requirements planning, including evaluating present use patterns of buildings, equipment, and other facilities, and projecting future requirements in terms of expanding or changing organizational requirements.

. Must have the flexibility to work outside the normal tour of duty which may include weekends and holidays.
