This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11.

Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.


Major Duties:


Performs a variety of program elements such as inspection, evaluation, training and providing administrative and technical services to management representatives and employees.

Develops procedures, processes, standards, specifications, and systems to achieve optimal elimination or control of hazards and exposures that are detrimental to people and/or property, research, planning, design and consultation.

Performs survey work to identify and evaluate hazardous and non-hazardous work operations and conditions and to recommend corrective procedures where potential for injury or property damage exists.

Plans, organizes and administers a scheduled series of comprehensive inspections of numerous wards, clinics, nursing homes, etc.
Conducts a safety education program.
Promotes safety campaign materials.
Provides documented statistical data to the Safety Manager as requested.
Supervises and checks the inspection and testing of fire detection, protection and alarm equipment such as:

smoke detectors, fire hoses, sprinkler systems, portable and fixed fire extinguishing equipment, hydrants and central fire detection/alarm control units.

Evaluates routine and unusual, complicated facility, medical and research operations; assesses compliance with safety and occupational health criteria in accordance with National Fire Protection Association (NFPA), Life Safety Codes, Joint Commission, Occupational Safety and Health Administration (OSHA), National Electrical Code (NEC), American National Standards Institute (ANSI), and other pertinent safety standards or guidelines.

Determines and/or puts in place interim life safety measures as appropriate.
Serves as designated emergency essential personnel, performs and follows emergency responses in accordance with emergency response plan.
Performs other duties as required.

Monday-Friday, 8:00am to 4:30pm

Telework:


VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.

This position may be authorized for ad hoc telework - telework that occurs on an occasional, non-routine basis or that occurs to complete short-term special assignments or to accommodate special circumstances.

The telework arrangement may occur continuously for a limited and specific period of time. Telework eligibility will be discussed during the interview process.

Physical Requirements:


The work requires regular and recurring physical exertion related to frequent inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching or similar movements.

Occasionally, there may be a need to lift and carry moderately heavy objects.

The work may require some degree of agility and dexterity when, for example, it involves inspecting laboratories, maintenance shops, or construction sites.

Must be able to operate motor vehicle to get to/from office and worksites. Must have valid and current state license or certification to drive a motor vehicle. Must be able to type and operate a computer and other office equipment or testing equipment.
