Duties

This position serves as the Program Analyst for the Bankruptcy Noticing Program. The incumbent executes a variety of assignments in support of the Department of Program Services, Court Services Office, Programs Divisions, Special Programs Branch, and in support of the senior leadership team. The individual serves as the expert in supporting the judiciary's Bankruptcy Noticing Program and the budget for the judiciary's National Library Program.

The incumbent will conduct financial analyses, formulate and execute program budgets, support and advise program managers on financial matters, and reconcile and approve invoices for payment on behalf of the Judiciary's Bankruptcy Noticing Center (BNC) and the National Library Program. The ideal candidate should possess a contracting officer's representative experience, a proven track record in budget formulation and analysis, excellent analytical and problem-solving skills, strong oral and written communication skills, and the ability to handle competing priorities.

The primary duties of this position include, but are not limited to, the following: Overseeing vendor performance during a multi-year, multimillion-dollar BNC contract; working closely with the BNC contracting officer's representative to ensure effective contract administration; and ordering software development from the vendor that meets program goals. Processing monthly vendor invoices for several contracts, ensuring that the proper delivery of services or products were made, reconciling invoices, and communicating with vendors on these matters. Using Microsoft Excel and other software products to capture, maintain, and periodically create and present reports on historical and projected bankruptcy noticing costs, historical and forecasted library resource use (online and print resources), and library subscription services and product costs. Preparing program budget justifications, at least annually and more often as needed, for consideration by appropriate Judicial Conference Committees that review and approve the program's budgets. Serving as the Contracting Officer's Representative for the Judiciary's Bankruptcy Noticing Center contracts. Monitoring contractor's performance, in coordination with the bankruptcy noticing program manager, to ensure that the vendor performs in accordance with contractual requirements and maintains appropriate financial management controls for specific contracts. Coordinating with the program manager to develop and track task orders or contract modifications to ensure compliance with contracts and agency and federal procurement regulations. Assisting the program manager in conducting meetings and teleconferences with the Judiciary's Bankruptcy Noticing Working Group (comprised of court executives and other judiciary staff), including helping to prepare and present recommendations to the Group on improving the Bankruptcy Noticing program and drafting agendas and minutes of meetings of the Group

  • All new AO employees will be required to complete a FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.

    Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience in or directly related to the line of work of this position. Specialized experience is demonstrated experience developing financial plans, possessing contracting officer's representative experience, and experience in budget formulation and analysis.
