Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

The position is located in the William J. Hughes Technical Center, Research Portfolio Management Branch, ANG-E42 within the NextGen staff Office.



Duties

The Research and Development Management Division shapes aviation's future by enabling, coordinating and communicating research and establishing partnerships necessary to evolve the National Airspace System (NAS). The Research Portfolio Management Branch coordinates and manages key research and development processes and activities for the FAA's research and development portfolio including strategic planning and performance reporting, budget formulation, various program support activities including internal and external reviews, external coordination, and technology transfer. The Research Portfolio Management Branch coordinates with research stakeholders across the Agency to plan, communicate and report on research programs and performance, as required.

Serves as a front line manager reporting directly to the Division Manager of the Research & Development Management Division, ANG-E4.

Manages key activities and processes necessary to deliver legislatively required plans and reports on the Agency's research and development portfolio.

Serves as the secretariat to the Research Executive Board and coordinates with research stakeholders to collect the data to communicate the FAA R&D portfolio.

Maintains awareness of relevant plans for the operational evolution of the National Airspace System (NAS) (e.g., NAS EA, Concepts of Operations, Info-Centric NAS, etc.) to ensure research programs support long-range operational objectives.

Ensures RE&D budget submission artifacts align with research goals and objectives specified in the National Aviation Research Plan (NARP).

Coordinates with the Division Manager on management of the Research, Engineering & Development Advisory Committee (REDAC) oversight process in accordance with Federal Advisory Committee Act (FACA) requirements.

Coordinates information exchange between the FAA and REDAC to ensure research program review findings and recommendations are addressed.

Prepares, coordinates, and presents research program performance plans and reports to internal and external stakeholders as required.

Maintains programs and promotes partnerships with federal agencies, FFRDCs, Industry, and Academia to include technology transfer efforts.

Facilitates the transfer of technology between FAA and aviation industry partners in a timely and cost-effective manner and develops partnerships with academia, industry, government agencies, and professional societies to ensure a smooth transition.

Develops and maintains research data repositories and access protocols to support public access policies.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/ project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.
